Wide-ranging views from multiple quarters rarely seem to intersect, placing emphasis on different questions without engaging in holistic debate. This book aims to catalyse change by gathering together fragmented views into unifying conversations. It highlights the importance of debating the future of mining in South Africa and for reaching consensus in other countries across the mineral-dependent globe. It covers issues such as the potential of platinum to spur industrialisation, land and dispossession on the platinum belt, the roles of the state and capital in mineral development, mining in the era of the Fourth Industrial Revolution, the experiences of women in and affected by mining since the late 19th century and mine worker organising: history and lessons and how post-mine rehabilitation can be tackled. It was inspired not only by an appreciation of South Africas extensive mineral endowments, but also by a realisation that, while the South African mining industry performs relatively well on many technical indicators, its management of broader social issues leaves much to be desired. It needs to be deliberated whether the mining industry can play as critical a role going forward as it did in the evolution of the countrys economy.

Not surprisingly, attention has focused mainly on the experiences of male miners. In Daughters of the Mountain, Suzanne Tallichet introduces us to a cohort of women miners at a large underground coal mine in southern West Virginia, where women entered the workforce in the late 1970s after mining jobs began opening up for women throughout the Appalachian coalfields. The theory of ‘equalitarianism’ is developed as an alternative to the reductionist approach that has dominated post-colonial debates about the classical jus ad bellum requirements to empower women in development spaces. However, the classical approach narrows the debate down to “women issues,” rather than the ‘whole-of-society.’ As a consequence of this reductionism, women continue to be devalued in the mining sector, characterized by poverty traps, power struggles, and a lack of capacity to engage in large-scale mining (LSM) activities. This book advances principles for a holistic approach, and spells out the implications for women across the mining value chain. Drawing on moral scholarship, the book poses that for women to gain access to strategic spaces in the mining sector, the drive for empowerment must be embedded within ‘whole-of-society’ principles. This book is of interest to scholars researching gender policy, public policy, political philosophy, conflictology, and human geography. It also offers practitioners a guide for evaluating their policy work on mainstreaming gender in the mining sector, presenting options for financing, forging partnership and planning for an inclusive economic development in Africa, and beyond.

Book excerpt: The chapters in this book provide in- depth insight into the gender norms and contexts in which women work in the expanding informal mining sector in sub- Saharan Africa. Collectively, the research here provides a nuanced account of women’s livelihood strategies in artisanal and small- scale mining (ASM, as its generally known) in ways that challenge images of women— as either victimized by mining or empowered by mining livelihoods, or both— that tend to dominate the growing array of donor and policy interventions in this sector. The authors come from different disciplinary traditions— anthropology, economics, political science, mining engineering, law— but all place questions of gendered power front and centre in their analyses of sociocultural, institutional, economic and political relationships, practices and arrangements within which women navigate their mining livelihoods. The physical or representational presence (and sometimes absence) of women in ASM sites is a linking theme, with the chapters exploring different dimensions of mining and gender— the gendered divisions of labour, migration, land ownership, cultural norms, and gendered authority relations— but also how ‘women’ materialize and are seen and unseen in the growing array of transnational interventions in this sector. The chapters in this book were originally published as a special issue of the Canadian Journal of African Studies.

Book excerpt: The presence of growing numbers of women working in South African underground mines provides an opportunity to explore changing identities in the workplace, especially given the fact that South African mines were dominated by men and characterised by what has been called ‘contending racialized masculinities’. The focus of this study is on the experiences of white women working in coal mining. This research is conducted through a qualitative research design, using mainly ethnography as a research method that is grounded in a feminist paradigm. Drawing on four life histories and a number of additional interviews, the study identifies three distinct notions of ‘white’ femininities that have emerged in post-Apartheid South Africa. The key arguments are: firstly, that the working conditions of women in mining in South Africa are quite unique; and secondly, white women in coal mining form part of a larger contested continuum of female workers in the country. Moreover, women in South African mining are not and cannot be seen as a homogenous group of workers. Through the use of intersectionality, the various social divisions that are at play are examined. This study will show that these social divisions like gender; class; and race are the constructed experience of these white women workers. Furthermore, it will highlight how all of these social divisions in conjunction with institutionalised white supremacy, caused by the Apartheid workplace regime, affords them power and protection. This in return has launched them to the top of a female hierarchy in coal mining.

This is the first paper to causally explore the effects of a continent-wide expansion of a modern industry on gender roles, captured by attitudes and behaviors. Identification relies on plausibly exogenous spatial-temporal variation in gold mining in Africa. The establishment of industrial-scale mines induces female empowerment--justification of domestic violence decreases by 19%, women have better access to healthcare, and are 31% more likely to work in services-- alongside rapid economic growth. Findings are robust to assumptions about trends, distance, and migration and show that gender roles can change rapidly with economic development.
