Book excerpt: The Government set out its new approach to regeneration in Regeneration to enable growth: What Government is doing in support of community-led regeneration (DCLG). But the document gives the Committee little confidence that the Government has a clear strategy for addressing the country's regeneration needs. It lacks strategic direction and is unclear about the nature of the problem it is trying to solve. It focuses overwhelmingly upon the achievement of economic growth, giving little emphasis to the specific issues faced by deprived communities and areas of market failure. The proposed measures are unlikely to bring in sufficient resources. Funding for regeneration has been reduced dramatically and disproportionately over the past two years, and unless alternative sources can be found, there is a risk of problems being stored up for the future. Also lacking is a strategy for attracting private sector investment. And the document gives too much prominence to changes to the planning system and does not acknowledge the benefits effective planning has brought to regeneration. The financial and economic climate has impacted dramatically upon regeneration, but the withdrawal of Housing Market Renewal Funding in particular has created significant problems, leaving many residents trapped in half-abandoned streets. The Committee suggests a number of measures that could, as part of a wider approach, contribute to stimulating regeneration and incentivising private sector involvement. The Government should now produce a national regeneration strategy which sets out a coherent approach to tackling deprivation and market failure in the country's most disadvantaged areas.

Book excerpt: The Great Lakes—containing one-fifth of the standing freshwater on earth, covering some 94,250 square miles with a combined 10,210 miles of shoreline—have suffered greatly from human use and abuse since the advent of the commercial fur trade in the late 1600s. Logging destroys or degrades habitats, urbanization and industrialization pour human and industrial wastes into the water, fertilizers flowing off farm fields feed algae that suffocate other creatures, and ships bring in exotic species that decimate the lakes’ biodiversity. In 1985 when the International Joint Commission identified more than forty pollution hotspots around the lakes, few people had faith the Areas of Concern would be cleaned up in their lifetime. Indeed, aquatic ecosystem restoration is extremely difficult: only nine of these hotspots have been removed from the infamous list. But progress is being made, and at the helm are local champions, people with a profound love of the region who lead by example and build broad, diverse coalitions in order to realize a common vision. The stories of fourteen of these champions are told here to inspire necessary action to care for the place they call home, so it may be a home to many living creatures for ages yet to come.

It begins with the founding of Alexandra as a freehold township in 1912 and traces its growth as a centre of black working-class life through the early years before the Nationalist government, through the struggles of the apartheid era and into the present day. Declared as a location for ‘natives and coloureds’, Alexandra became home to a diverse population where stand owners, tenants, squatters, hostel-dwellers, workers and migrants from every corner of the country converged to make a new life for themselves near the economic hub of Johannesburg. The stories of ordinary people are at the core of the township’s history. Based on numerous life-history interviews with residents and previously unexamined archive sources, the book portrays in vivid detail the daily struggles and tribulations of the people of Alexandra. A significant focus is the rich history of political resistance, in which political organisations and civic movements organised bus boycotts, anti-removal and anti-pass campaigns, and mobilised for housing and a better life for the township’s residents. But the book also tells the stories of daily life, of the making of urban cultures and of the infamous Spoilers and Msomi gangs. Over weekends Alexandra came alive as soccer matches, church services and shebeens vie for the attention of residents. Alexandra: A History highlights the social complexities of the township, which at times caused tension between different segments of the population. Above all else, despite a long history of hardship and adversity, the community spirit of the people of Alexandra, expressed in a fiercely loyal love of their township home, has repeatedly triumphed and endured.
