Book Fixed Price Subcontracting for Decontamination and Decommissioning of Small Facilities at Oak Ridge National Laboratory

Download or read book Fixed Price Subcontracting for Decontamination and Decommissioning of Small Facilities at Oak Ridge National Laboratory written by and published by . This book was released on 2002 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abandoned facilities were decontaminated and decommissioned in preparation for final remediation of Solid Waste Storage Area (SWSA) 4 at Oak Ridge National Laboratory. The facilities varied in age from approximately 5 years to more than 40 years, with radiological conditions ranging from clean to highly contaminated with fission products. A fixed-price subcontract (FPSC) was awarded by the U.S. Department of Energy's (DOE's) Environmental Management (EM) Management and Integration (M & I) contractor for decontamination and decommissioning (D & D) of these facilities. Included in the FPSC scope were the following: preparation of pre-D & D regulatory documentation; demolition of surface structures to slab; stabilization of below-grade structures; waste management and disposal; and preparation of post-D & D regulatory documentation. Using stand-off techniques to the extent possible, building structures and ancillary equipment were prepared for demolition and demolished. A fixative coating system was used in conjunction with continuous water misting to control airborne contamination. Demolition waste consisted of two major streams: clean construction and demolition waste and low-level (radioactive) waste. The debris was size-reduced and packaged, again via remote means. At all times during the D & D, personnel safety, environmental compliance, and as low as reasonably achievable exposure considerations were paramount. Upon completion of D & D activities, each site was inspected and accepted by the M & I contractor. This project is a success story for fixed-price subcontracting of D & D work under DOE's M & I arrangement.

This book was released on 1996-03-22 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Energy Policy Act of 1992 called on the National Academy of Sciences to conduct a study and provide recommendations for reducing the costs of decontaminating and decommissioning (D&D) the nation's uranium enrichment facilities located at Oak Ridge, Tennessee; Raducah, Kentucky; and Portsmouth, Ohio. This volume examines the existing plans and cost estimates for the D&D of these facilities, including such elements as technologies, planning and management, and identifies approaches that could reduce D&D costs. It also assesses options for disposition of the large quantities of depleted uranium hexafluoride that are stored at these sites.

Book Decontamination Project for Cell G of the Metal Recovery Facility at Oak Ridge National Laboratory Oak Ridge Tennessee

Download or read book Decontamination Project for Cell G of the Metal Recovery Facility at Oak Ridge National Laboratory Oak Ridge Tennessee written by and published by . This book was released on 1994 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: The goal of the decontamination effort in Cell G at the Metal Recovery Facility, Building 3505, located at the Oak Ridge National Laboratory, was two-fold: to determine the effectiveness of the dry decontamination technique employed and to provide data required to assess whether additional decontamination using this method would be beneficial in the eventual decommissioning of the facility. Allied Technology Group (ATG) was contracted to remove a portion of the concrete surface in Cell G by a technique known as scabbling. Some metallic cell components were also scabbled to remove paint and other surface debris. Generally, the scabbling operation was a success. Levels of contamination were greatly reduced. The depth of contaminant penetration into the concrete surfaces of certain areas was much greater than had been anticipated, necessitating the removal of additional concrete and extending ATG's period of performance. Scabbling and other related techniques will be extremely useful in the decontamination and decommissioning of other nuclear facilities with similar radiological profiles.

Book The Independent Verification Process in Decommissioning Decontamination and Reutilization Activities Description Benefits and Lessons Learned

Download or read book The Independent Verification Process in Decommissioning Decontamination and Reutilization Activities Description Benefits and Lessons Learned written by and published by . This book was released on 1997 with total page 6 pages. Available in PDF, EPUB and Kindle. Book excerpt: Oak Ridge National Laboratory Environmental Technology Section has been performing Independent Verification (IV) activities for U.S. DOE sites since 1986. DOE has successfully used IV in the Uranium Mill Tailings Remedial Action Program, Decontamination and Decommissioning projects, and Formerly Utilized Sites Remedial Action Projects/Surplus Facilities Management Program. Projects that have undergone IV range from small residential properties to large, industrial sites. The IV process provides a third-party review conducted by an independent organization. The purpose is to verify accuracy and completeness of contractor field measurements and final documentation, evaluate the credibility of procedures, and independently assess post-cleanup conditions versus decommissioning project plans and release criteria. Document reviews of plans, dose models, procedures, and reports are some IV activities undertaken. Independent measurements are also collected during field visits to confirm the contractor's findings. Corrective actions for discrepancies are suggested if necessary. Finally, archival and reporting of the final site environmental conditions for project closeout and certification are completed. The IV contractor reports to DOE headquarters and acts as a quality assurance feedback mechanism. An IV also provides additional assurance that projects are planned, carried out, and documented properly. Decommissioning projects benefit from the IV process by: (1) cost and time savings from early identification of potential problems, (2) assurance that cleanup meets regulatory guidelines, and (3) technical reviews and consultation with experts in field instrumentation, sampling strategy, etc. Some lessons learned from the IV process include avoiding: (1) improper survey techniques, (2) reporting data in units not comparable with guideline values, (3) premature release of surfaces, (4) poor decommissioning project planning, (5) misapplication of release guidelines. 20 refs.

This book was released on 1986 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1979 the US Department of Energy (DOE) established the Remedial Action Program Information Center (RAPIC) at the Oak Ridge National Laboratory to provide technical information support to the Surplus Facilities Management Program, DOE's national decommissioning and decontamination (D and D) program which is managed by DOE's Richland Operations Office and UNC Nuclear Industries, Inc., and to the other DOE remedial action programs. Specific information activities that RAPIC performs to support the DOE's programs and the D and D community include: maintaining a computerized bibliographic database containing about 4500 annotated citations (about 2000 on D and D) and a database of 1800 contacts involved with remedial action work at radioactively contaminated sites; publishing an annual bibliography, ''Nuclear Facility Decommissioning and Site Remedial Actions, A Selected Bibliography, '' ORNL/EIS-154 (six volumes published); maintaining a document repository and providing copies of requested publications; and performing manual and computerized searches of the technical literature. The most significant RAPIC function is serving as a focal point for D and D information. With the extensive resources at its command, RAPIC is in a unique position to provide a comprehensive information base to the D and D community. DOE makes these services available to foster good public relations and promote cooperation and information exchange.
