Book excerpt: Following the passage of the Fixed-term Parliaments Act 2011, the date of the next general election has been fixed by statute for 7 May 2015. Greater certainty about the date of the next general election has created a unique opportunity to consider how best this final year can be spent, and the Committee has heard that there is scope both to enhance the quality of public policy debate, and also to better prepare for the next Parliament. Key recommendations are: that this final year be used by the Government, Parliament and political parties to consider some of the long-term issues that will need to be addressed in the next Parliament; arrangements for pre-election contacts between the Civil Service and Opposition be formalised and authorised automatically in the final year of a Parliament, and that the Cabinet Manual should be updated to that effect; that parties work to develop a consensus, before the next general election, on how party policy could most effectively be costed ahead of future general elections - this would improve both policy formation and debate ahead of a general election. Achieving this will require active engagement from the Government, parliamentarians and political parties, and the Committee hopes they will all appreciate the potential for a constructive year ahead of the next general election, and support the recommendations.

Book excerpt: This report is about how the Government: sets targets for reductions in UK green house gases; assess progress towards these targets by forecasting the likely levels of future emissions; choose policy instruments to deliver the requisite cuts in emissions; and revises its package of policies in the light of experience. It is two main parts, the first looks at the Climate Change Programme Review, whilst the second examines the proposed Climate Change Bill. The Climate Change Programme Review revealed a number of weaknesses in the UK climate change policy as it became apparent that the target of a 20% reduction in carbon emissions by 2010 would be missed. Revisions to the projection of emissions had not been done frequently enough, so by the time Ministers knew there were problems it was too late to introduce new measures. The programme is however likely to be rescued, somewhat, by Phase II of the EU Emissions Trading Scheme, which promises to deliver some real savings. The draft Climate Change Bill, alongside other developments such as the creation of the Office of Climate Change and requirements of the Climate Change and Sustainable Energy Act 2006, are broadly well designed and a far-reaching responses to these issues.

Economic experts and pundits repeatedly call for means of improving productivity, arguing that it is the lynchpin to prosperity. However, there is growing evidence to the contrary. In Productivity and Prosperity, Karen Foster zeroes in on the paradox of productivity: that it is the key to economic prosperity and yet its connection to well-being and median incomes has all but disappeared. Book excerpt: In 2008/09, the first year of operation, the Renewable Transport Fuel Obligation (RTFO) met its objective of driving a market for biofuels in the UK. 2.7% of the UK's total road transport fuel supply was biofuel which was slightly over the Government's target of 2.5% and is more than twice the supply of biofuel in 2007/08/. No obligated suppliers pad to 'buy-out' of their obligations. The performance of suppliers in sourcing sustainable fuels was polarised. Whilst several companies met all three of the Government sourcing targets with fully verified data a number also performed poorly. Overall a significant improvement will be required to meet the challenges of the forthcoming EU Renewable Energy Directive. In 2008/09 there was also a 46% carbon saving against the Government target of 40%. The biofuels market has not as yet had a large impact on agriculture in the UK and although an effective driver of the market for biofuel, the RTFO did not, during 2008/09, drive increases in the biofuel production capacity in the UK.

Book excerpt: The focus of this report is on the voluntary or not-for-profit organisations which are charities, and other organisations with charitable, philanthropic and benevolent purposes, many of which raise funds from the public including campaign groups. The Draft Bill aims to modernize charity law, allowing many campaigning and social justice groups to attain charitable status. In England and Wales 188,739 charities are registered with the Charity Commission, with a total income of £32 billion raised by the major charities. There are 471 charities, 0.29 per cent of those registered, which represent 45 per cent of the total income, two-thirds of charities actually have an income of £10,000 or less. The Joint Committee sets out 54 recommendations and conclusions, among them are: that the Bill should include a definition of religion; that there should be an additional charitable purpose of promoting religion, racial harmony and advancement of culture; that an account should be taken of the loss of assets to a charity, if it loses charitable status; that an independent review should look at the burden of regulation that charities face; that the Charity Commission should inform the charities the reason for any investigation and that compensation and costs can be awarded against the Commission.
