This report has the following structure: the remainder of chpater one provides the conceptual clarification and theoritical underpinnings for the study and introduces the methodology. Chapter two provides background information and context for the outcomes of forest rehabilitation in Vietnam, including basic information on Vietnam, its forest cover, forestry sector and policies that are relevant to forestry and forest rehabilitation. Chapter three gives an overview of forest rehabilitation in Vietnam from its inception in the 1950s until today, as the country carries out its latest nationwide forest rehabilitation effort, the 5 million hectares reforestation project. Chapter four analyses in detail forest rehabilitation project that were analysed in the field study carried out as part of this study. Chapter five draws lessons from the report.

The Wealth of Forests is a pioneering attempt to grapple with the policy implications of the transition to sustainable forestry. While much has been written on the theory and practice of sustainable forestry and on the relative merits of regulatory versus market approaches to environmental protection, these literatures have nnot as yet been bridged. Using illustrations based on recent developments in British Columbia forest policy, this collection provides that bridge by analyzing the potential and limits of market, regulatory, and other policy instruments as means of achieving sustainability. Featuring new work by many of Canada’s leading forest policy scholars, this interdisciplinary collection is devoted to translating the concept of sustainability into practice in key areas of forest policy, including tenure, timber pricing, forest practices, land-use zoning, and eco-certification. The Wealth of Forests also considers how domestic and international legal regimes might constrain the adoption of policies that could bring us close to the elusive goal of sustainable forestry.

Book excerpt: This report examines socioeconomic changes that occurred between 1990 and 2003 associated with implementation of the Northwest Forest Plan (the Plan) in and around lands managed by the Okanogan-Wenatchee National Forest in Washington state. Our findings are based on quantitative data from the U.S. census, the USDA Forest Service and other federal databases, historical documents, and interviews with Forest Service employees and members of five case study communities: Naches Valley, Cashmere, Entiat, Twisp, and the Upper Okanogan Valley. We explore how the Plan affected the flow of socioeconomic benefits associated with the Okanogan-Wenatchee National Forest, such as the production of forest commodities and forest-based recreation, agency jobs, procurement contract work for ecosystem management activities, grants for community economic assistance, payments to county governments, and opportunities for collaborative forest management. The greatest socioeconomic change stemming from the national forest during the study period was the sharp decline in timber harvest activities, a change that had been underway prior to the Plan. This decline not only affected timber industry jobs in local communities, but also resulted in declining agency budgets and staff reductions. Communities responses differed. Communities with greater economic diversity were able to absorb the changes in forest management, whereas communities more heavily dependent on timber experienced an additional destabilizing effect.
