Book excerpt: Fitness promotion programs in law enforcement are relatively new, are characterized by a divergence of program objectives, may be voluntary or mandatory with respect to program participation, may or may not contain performance standards for maintaining employment or receiving certain benefits, and are subject to various legal considerations with respect to employment rights and privileges. The divergence that exists in program objectives is exemplified by the two major program types -- job-related programs which focus on the assessment of those physical capabilities required to perform spec job tasks, and health-related programs which focus on overall health and wellness. This report represents the culmination of a major effort by the California Commission on Peace Officer Standards and Training (POST) to respond to the need of law enforcement agencies for information on fitness promotion programs. It is intended for use as a resource document by agencies considering the implementation of such a program. None of the specific programs or program elements described in the document are endorsed by POST. Rather, all information contained in the document has been included in the belief that it will assist agencies in making better informed judgments about local program needs and features.

It does not evaluate current, longitudinal studies that relate to possible improvement of a police officer's ability to perform specific tasks, but with physical fitness as a means of increasing the probability of preserving law enforcement operating personnel. Studies in the private sector report significant return for time and funds spent on fitness programs. Benefits, costs, and tradeoffs in fitness programs are examined. Studies indicating program effects on such factors as use of sick time, medical claims, medical retirements, individual competence, ability to recruit new personnel, and vulnerability to vicarious liability are discussed. Decision making about developing and implementing a physical fitness program are discussed, and details of management theory implemented in the Downey Police Department (California) are examined. Trends that may impact on the future of fitness programs in law enforcement are also discussed.

Book excerpt: Background: Higher risk factor prevalence and increased incidence of cardiovascular disease and metabolic syndrome are commonly reported in law enforcement personnel compared to the general population. However, higher levels of physical fitness and activity in police officers are correlated with lower incidence of chronic pain and injuries, less absenteeism from work, and less medical care claims. Research Question: The aim of this study was to evaluate whether a 12-week health education and promotion program would increase daily activity among law enforcement personnel. Methods: Eighteen law enforcement personnel took part in a 12-week health and wellness promotion program. Participants wore an activity tracker 2 weeks before, during, and 2 weeks after the health promotion program for data collection. Paired t- test were conducted to compare baseline to post-health promotion activity. Results: Before health promotion, mean activity was 9716 ± 4125 steps/day. Mean step count on non-working days (10182 ± 4970 steps) was significantly higher than working days post-health promotion (8650 ± 3862 steps, p=0.010). Mean very-active heart rate intensity minutes significantly increased by 8.41 ± 51.14 minutes after health promotion (p=0.024). Significance: The average daily activity heartrate intensity of participants surpassed physical activity guidelines suggesting physical inactivity may not be responsible for the increased cardiovascular risk in some law enforcement personnel. Physical activity in law enforcement can differ between work days and non-work days, and any health program in this population may need to take this into consideration.

The panel projected five major trends as likely to have an impact on the imposition of mandatory physical fitness programs: level of disability retirement, level of physical violence, level of fitness of police officers, incidents of work-related injuries, and the effect of fitness standards on women and minority police officers. Further, the panel projected the potential occurrence of five major events with varying probability that would have a substantial impact: the California Commission on Peace Officer Standards and Training (POST) creates minimum physical agility entry standards; agencies are held liable for failing to provide opportunities for employees to maintain adequate physical fitness; mandatory fitness for duty physical standards are adopted; the use of deadly force doubles since 1990; and technology reduces the need for physical standards for police officers.
