Book excerpt: William Morgan Shuster (1877-1960) was an American lawyer and financial expert who served as treasurer general to the government of the Persian Empire in 1911. In 1910, the Persian government asked U.S. president William Howard Taft for technical assistance in reorganizing its financial system. Taft chose Shuster to head a mission of American experts to Tehran. The Strangling of Persia is Shuster's account of his experiences, published soon after his return to the United States. In the Anglo-Russian convention of August 31, 1907, Britain and Russia had divided Persia (present-day Iran) into a Russian sphere of influence in the north of the empire and a British sphere in the south (with additional arrangements for Afghanistan and Tibet). Each power was to have exclusive commercial rights in its sphere. Under this agreement and other arrangements, Persian customs revenues were collected to guarantee the payment of interest and principal on foreign loans. Seeking to defend the interests of the Persians, Shuster clashed repeatedly with Russian and British officials, until his mission was forced to withdraw in early 1912. The book provides a detailed account of the background to the mission, of political and financial conditions in Persia in the early 20th century, and of the rivalry among Russia, Britain, and eventually Germany for influence in the country. The narrative covers the Russian military intervention of 1911, the atrocities committed by Russian troops, and the coup and dissolution of the Majlis (parliament) carried out under Russian pressure in December 1911. In the early twentieth century, international oil corporations emerged as a new kind of political actor. The development of the world oil industry, argues Katayoun Shafiee, was one of the era's largest political projects of techno-economic development. In this book, Shafiee maps the machinery of oil operations in the Anglo-Iranian oil industry between 1901 and 1954, tracking the organizational work involved in moving oil through a variety of technical, legal, scientific, and administrative networks. She shows that, in a series of disagreements, the British-controlled Anglo-Iranian Oil Company (AIOC, which later became BP) relied on various forms of information management to transform political disputes into techno-economic calculation, guaranteeing the company complete control over profits, labor, and production regimes. She argues that the building of alliances and connections that constituted Anglo-Iranian oil's infrastructure reconfigured local politics of oil regions and examines how these arrangements in turn shaped the emergence of both nation-state and transnational oil corporation. Drawing on her extensive archival and field research in Iran, Shafiee investigates the surprising ways in which nature, technology, and politics came together in battles over mineral rights; standardizing petroleum expertise; formulas for calculating profits, production rates, and labor; the “Persianization” of employees; nationalism and oil nationalization; and the long-distance machinery of an international corporation. Her account shows that the politics of oil cannot be understood in isolation from its technical dimensions. Although these cars are ideally viewed in person at the Indianapolis Motor Speedway Hall of Fame Museum, the pages of this book will certainly whet one’s appetite for this most amazing collection.
