Book excerpt: Following the introduction of the 200-mile extended economic zone (EEZ), many developing countries suddenly found they had large fish resources, which – wisely managed and exploited – could generate wealth and income of immense benefit. However, one constraint to this was that many countries, for historic reasons, lacked the expertise to manage fisheries on this scale. Despite the need for information, few economists and especially development economists teaching in universities and colleges were able to incorporate fisheries economics into their courses owing to the lack of readily accessible material. As a result, many rising economists were failing to recognize the global importance of fishers as an economic resource capable of generating substantial wealth and income to many countries. Economics of Fisheries Development provides an accessible exploration of this area of economics, introducing development economists to some of the problems of developing fisheries in areas of the world where fisheries now present great growth prospects. The case studies used throughout the book are nearly entirely drawn from developing countries.

Book excerpt: 'The Sunken Billions: The Economic Justification for Fisheries Reform' shows the difference between the potential and actual net economic benefits from marine fisheries is about $50 billion per year, or some $2 trillion over the last three decades. If fish stocks were rebuilt, the current marine catch could be achieved with approximately half the current global fishing effort. This illustrates the massive overcapacity of the global fleet. The excess competition for the limited fish resources results in declining productivity, economic inefficiency, and depressed fisher incomes. The focus on the deteriorating biological health of world fisheries has tended to obscure their equally critical economic health. Achieving sustainable fisheries presents challenges not only of biology and ecology, but also of managing political and economic processes and replacing pernicious incentives with those that foster improved governance and responsible stewardship. Improved governance of marine fisheries could regain a substantial part of this annual economic loss and contribute to economic growth. Fisheries governance reform is a long-term process requiring political will and consensus vision, built through broad stakeholder dialogue. Reforms will require investment in good governance, including strengthening marine tenure systems and reducing illegal fishing and harmful subsidies. Realizing the potential economic benefits of fisheries means reducing fishing effort and capacity. To offset the associated social adjustment costs, successful reforms should provide for social safety nets and alternative economic opportunities for affected communities.

However, efforts to manage these fisheries to improve human welfare are hampered by the complex economic and biological settings in which small-scale fisheries are nested. The goal of this dissertation is to contribute to the effective management of small-scale fisheries by developing a new modeling framework that accounts for these contextual factors and heterogeneous distributional outcomes when simulating the impacts of policy interventions. I do this by building a bioeconomic local general equilibrium model that accounts for linkages between fishers, nonfishers, the local economy, and the fish population. I apply this model to a case study of a western Philippine fishing community in order to examine three questions related to small-scale fisheries in developing countries. In chapter 1, I examine whether the creation of alternative livelihoods in tourism can simultaneously reduce fishing pressure and improve local incomes for the poor in a developing-world setting. In chapter 2, I illustrate how efforts to alleviate local poverty impact local natural resources, and what welfare implications this has for different socioeconomic groups. In chapter 3, I examine the local general equilibrium impacts and distributional consequences of small-scale fisheries rationalization in a developing-world setting. Each case illustrates the importance of accounting for how the fishery is linked to local economic and ecological systems. The effects of each policy ripple through the local economy and natural environment, creating feedbacks that play a substantial role in determining the outcomes of the policies. In addition, these linkages result in distributional outcomes that extend beyond the households targeted by the policies. The modeling framework and scenarios examined in this dissertation can help policymakers navigate the economic and ecological linkages that are critical for determining the success or failure of policies related to small-scale fisheries management and poverty in developing countries.
