Book excerpt: Decentralization of fiscal responsibilities has emerged as a primary objective on the agendas of national governments, and international organizations alike. Yet there is little empirical evidence on the potential benefits of this intervention. The authors fill in some quantitative evidence. Using panel data on infant mortality rates, GDP per capita, and the share of public expenditures managed by local governments, they find greater fiscal decentralization is consistently associated with lower mortality rates. The results suggest that the benefits of fiscal decentralization are particularly important for poor countries. They suggest also that the positive effects of fiscal decentralization on infant mortality, are greater in institutional environments that promote political rights. Fiscal decentralization also appears to be a mechanism for improving health outcomes in environments with a high level of ethno-linguistic fractionalization, however, the benefits from fiscal decentralization tend to be smaller.

Using new data published by the OECD (2001 and 2002), it reproduces several indicators and proposes new measures of decentralization that take into consideration subnational governments' autonomy over their revenues. Two models are reproduced: Davoodi and Zou (1998) on decentralization and economic growth, and Oates (1985), on decentralization and public sector size. Some evidence suggests that fiscal autonomy positively affects economic growth. Also, it seems to affect the size of the state, but evidence on this relation is limited. Despite some statistical weaknesses, there are sufficient indications to argue that subnational governments' fiscal autonomy should be a major concern when measuring decentralization. This paper - a product of the Poverty Reduction and Economic Management Division, World Bank Institute - is part of a larger effort in the institute to take a critical look at the nature and implications of measuring the fiscal dimension of decentralization.

There is, however, a strong need, particularly in the context of postwar conflict, to formulate policies for reconciliation, peace building, and development at all levels—local, provincial, and national. Decentralization itself is not a new subject; however, how to devolve power to local administrative levels within a unitary system and how to link the devolved power to make local administrative systems more conducive to development and provide better services for citizens are challenging tasks in many countries. Taking into account the developmental, governance, and conciliatory needs and the sensitivity of central–local relations, this volume critically examines the local government systems in Sri Lanka. It also proposes a viable, effective and autonomous local-level administrative unit based, which draws on experiences from Japan and other countries, and identifies the role and functions of such a unit. The book presents commissioned papers from a three-year research project undertaken by internationally respected experts with financial support by the Japan Society for the Promotion of Science (JSPS) under a Grant-in-Aid for Scientific Research.

Book excerpt: Abstract: This study investigates the effects of decentralization on economic growth in U.S. counties. Decentralization has given counties the added responsibility of economic growth and welfare administration. Counties use various strategies to attract and retain businesses so they can provide income and jobs for residents. Localization of economic development and decentralization of welfare programs may have an effect on economic growth of county governments. County governments in the U.S. may act strategically by setting lower welfare benefit levels, and offering business incentives to new and existing firms, thus resulting in the possible under-provision of local public services and a decrease in economic growth. Key objectives of this study are to construct a measure of decentralization and investigate whether decentralization leads to differences in economic growth in U.S. counties. A simultaneous equation framework is used to explore the relationship between decentralization and economic growth. Economic growth is measured by population and employment growth. An interaction term is constructed between decentralization and rural status to verify whether decentralization's effects differ by rural status of counties. County level data from forty-six states in the U.S. are used in the analyses. The hypothesis that the effect of decentralization on rural counties is different from that of urban counties is tested. The hypothesis that decentralization has a negative effect on economic growth of U.S. counties is also tested. Other hypotheses that are tested are that population growth and employment growth each has a positive effect on the other. The results reveal that population and employment growth both positively affect each other. Decentralization has a significant effect on population growth but no effect on employment growth. Both rural and urban counties show a negative relation with population growth so the hypothesis that decentralization results in lower economic growth (in terms of population) is accepted. Since population decreases might have a stronger effect on the economy of rural counties, a spatial marginalization hypothesis is accepted with caution. Crime rates and population density have a significant effect on economic growth but amenities and income show no effect. All other variables show mixed effects on growth.

Book excerpt: This paper explores the impact of fiscal decentralization on the efficiency of public service delivery. It uses a stochastic frontier method to estimate time-varying efficiency coefficients and analyzes the impact of fiscal decentralization on those efficiency coefficients. The findings indicate that fiscal decentralization can improve the efficiency of public service delivery but only under specific conditions. First, the decentralization process requires adequate political and institutional environments. Second, a sufficient degree of expenditure decentralization seems necessary to obtain favorable outcomes. Third, decentralization of expenditure needs to be accompanied by sufficient decentralization of revenue. Absent those conditions, fiscal decentralization can worsen the efficiency of public service delivery.
