Book excerpt: Natural disasters and the dire effects of climate change cause massive population displacements and lead to some of the most intractable political and humanitarian challenges seen today. Yet, as Maria Cristina Garcia observes in this critical history of U.S. policy on migration in the Global South, there is actually no such thing as a "climate refugee" under current U.S. law. Most initiatives intended to assist those who must migrate are flawed and ineffective from inception because they are derived from outmoded policies. In a world of climate change, U.S. refugee policy simply does not work. Garcia focuses on Central America and the Caribbean, where natural disasters have repeatedly worsened poverty, inequality, and domestic and international political tensions. She explains that the creation of better U.S. policy for those escaping disasters is severely limited by the 1980 Refugee Act, which continues to be applied almost exclusively for reasons of persecution directly related to politics, race, religion, and identity. Garcia contends that the United States must transform its outdated migration policies to address today's realities. Climate change and natural disasters are here to stay, and much of the human devastation left in their wake is essentially a policy choice.

Book excerpt: Montserrat is a small island in the Leeward islands of the eastern Caribbean and at present a British Overseas Territory. It has suffered greatly in recent times, first from the devastations of Hurricane Hugo in 1989 and since 1995 from the still-ongoing eruption of the Soufrière Hills volcano that has caused two-thirds of the island’s population to emigrate and left half the island a dangerous exclusion zone. Archaeological research here began only in the late 1970s, but work over the past four decades has now made it possible to present an archaeological history of Montserrat, from the earliest known traces of human activity on the island about 5,000 years ago to the present. This book draws on all the available archaeological evidence (including that from the co-authors’ own island-wide survey and excavation project since 2010), as well as newly available archival documents, to trace this little island’s long history and heritage. This is not the story of an isolated and remote island: Montserrat is shown rather to be a place intricately connected to the flows of people and goods that have travelled between islands and across the Atlantic at various points in time, both Amerindian and historical. Despite its small size and seeming irrelevance, Montserrat has in fact always been networked into regional and global systems of connectivity. An underlying theme of this volume is resilience. It presents insights from the archaeological and documentary evidence on how the island’s inhabitants have coped with often adverse conditions throughout the course of its history – hurricanes, volcanic eruptions, slavery, disease, invasions, and impoverishment – all while remaining proudly connected to heritage that celebrates the accomplishments of island residents.

Book excerpt: Selected by Choice magazine as an Outstanding Academic Title Fire in the Plaça is the first full-length study in English of the Patum, a Corpus Christi fire festival unique to Berga, Catalonia, Spain, celebrated annually since the seventeenth century. Participants in the festival are transformed through drink, sleep deprivation, crowding, constant motion, and the smoke and sparks of close-range firecrackers into passionate members of a precarious body politic. Combining richly layered symbolism with intense bodily expression, the Patum has long served as a grassroots equivalent of grand social theory; it moves from a representation of social divisions to a forcible communion among them. The Patum's dancing effigies—giants, dwarves, Turks and Christian knights, devils and angels, a crowned eagle, and two flaming mule-dragons—have provided local allegories for a long series of political conflicts, but the festival obscures its own messages in smoke and motion to enable a temporary merging of opposites. Activists in the 1970s transition to democracy in Spain took the Patum as a model of how old adversaries might collaborate: it helped to shape the mix of assertiveness in performance and compromise in practice that is typical of contemporary Catalan nationalism. The Patum became a focus of resistance to the Franco regime and drew visitors from all over Catalonia, serving as a rehearsal for the mass protests in Barcelona. Later, it provided the newly autonomous region with a vehicle for integrating immigrants and a vocabulary of belonging, culminating in the Patum-derived devils of the closing ceremonies of the 1992 Olympic games. Today, as mines and factories have closed in Berga, the Patum serves as an arena in which provincial Catalans model their relationship to Barcelona, Europe, and the world, and reflects their ambivalence about the choices open to them. Seeking a third way between tourism and terrorism, provincial towns like Berga show us the future of all local communities under globalization. In collective performances such as the Patum, tensions between cultural and political representation are made visible, and the gap between aspiration and possibility is both bridged and acknowledged. In this exceptionally rich ethnographic study, Dorothy Noyes explores the predicament of provincial communities striving to overcome internal conflict and participate in a wider world.

Book excerpt: The 1995 to present eruption of Soufrière Hills Volcano on Montserrat is one of the most important and best-studied eruptions of an explosive andesitic volcano. This volume presents scientific findings from the period between 2000 and 2010; it follows on from Memoir 21, which focused on the early years of activity between 1995 and 1999. In addition to descriptions and analysis of the growth, collapse and explosions associated with lava domes, there are papers on the deformation of the volcano caused by the deep magma, the petrology and geochemistry of the lavas and associated gases. Of particular note are: an overview of the insights into the deep structure of the volcano that resulted from a major international seismic tomography experiment; and an analysis of the quantitative risk assessment process that has run now for most of the eruption, the longest such continuous assessment in the world.
