Book excerpt: This new book by two distinguished Italian economists is a highly original contribution to our understanding of the origins and aftermath of the financial crisis. The authors show that the recent financial crisis cannot be understood simply as a malfunctioning in the subprime mortgage market: rather, it is rooted in a much more fundamental transformation, taking place over an extended time period, in the very nature of finance. The ‘end’ or purpose of finance is to be found in the social institutions by which the making and acceptance of promises of payment are made possible - that is, the creation and cancellation of debt contracts within a specified time frame. Amato and Fantacci argue that developments in the modern financial system by which debts are securitized has endangered this fundamental credit/debt structure. The illusion has been created that debts are universally liquid in the sense that they need not be redeemed but can be continually sold on in increasingly extensive global markets. What appears to have reduced the riskiness of default for individual agents has in fact increased the fragility of the system as a whole. The authors trace the origins of this profound transformation backwards in time, not just to the neoliberal reforms of the 1980s and 90s but to the birth of capitalist finance in the mercantile networks of the sixteenth and seventeenth centuries. This long historical perspective and deep analysis of the nature of finance enables the authors to tackle the challenges we face today in a fresh way - not simply by tinkering with existing mechanisms, but rather by asking the more profound question of how institutions might be devised in which finance could fulfil its essential functions.

Book excerpt: The exhaustion of neoliberal globalization is marked by three great tendencies or inflections: the first is the scornful failure of the South-American attempt to construct a neo-developmentalist exit; the second is the increasingly unavoidable Chinese-effect macro and micro dynamics within globalization; the third is the combination of austerity policies and monetary emissions (Quantitative Easing) that characterize, for instance, the financial conduct of the Central European Bank. The dramatic failure to renew traditional state interventionism in the sphere of Pink Tide in Latin American politics—in particular with the violent recession of the biggest economy on the Latin American continent, Brazil—shows and confirms that the escape from neoliberal regulation does not pass through the return of the traditional role of the state. At the same time, the Chinese economy came to play a double role. On one hand, it appears to represent the great and irreversible novelty of neoliberal globalization, particularly when our point of perspective is South America. While almost nothing remains of the legacy of the center-left-leaning regimes, the last South American decade appears to have genuinely been a Chinese decade. The Chinese advance is seen, especially by voices of the critical globalization studies, as a new “outside” of Empire, as something that stands for an alternative path, even if it is nothing more than an “old new” outside. Meanwhile, the role played by the financial sector continues to be regarded per se as the fundamental problem of contemporary capitalism. For some, this is a case of a deviation from an otherwise “good capitalism, the misleading result of a fictitious and unreal sphere (as opposed to the sphere of material economy, of good old bosses and hard workers), while for others, it is a case of one of the moral characteristics of Western civilization: infinite debt, and capitalism happens to be its modern drift.

Book excerpt: This book deals with the transformations of both accumulation process and labour in the transition from a Fordist to a cognitive capitalism paradigm, with specific regard to Western economies. It outlines the advent, after industrial capitalism, of a new phase of the capitalist system in which the value of cognitive labour becomes dominant. In this framework, the central stakes of capital valorisation and forms of property are directly based on the control and privatization of the production of collective knowledge. Here, the transformation of knowledge itself, into a commodity or a fictitious capital, is analyzed. Building on this foundation, the authors outline their concept of "commonfare." This idea of commonfare implies, as a prerequisite, the social re-appropriation of the gains arising from the exploitation of those social relations which are the basis of accumulation today. This re-appropriation does not necessarily lead to the transition from private to public ownership but it does make it necessary to distinguish between common goods and the commonwealth. This book explains this distinction and how common goods and the commonwealth require a different framework of analysis. Book excerpt: The Euro-Crisis and the legal and institutional responses to it have had important constitutional implications on the architecture of the European Union (EU). Going beyond the existing literature, Federico Fabbrini's book takes a broad look and examines how the crisis and its aftermath have changed relations of power in the EU, disaggregating three different dimensions: (1) the vertical relations of power between the member states and the EU institutions, (2) the relations of power between the political branches and the courts, and (3) the horizontal relations of power between the EU member states themselves. The first part of the book argues that, in the aftermath of the Euro-crisis, power has been shifting along each of these axes in paradoxical ways. In particular, through a comparison of the United States, Fabbrini reveals that the EU is nowadays characterized by a high degree of centralization in budgetary affairs, an unprecedented level of judicialization of economic questions, and a growing imbalance between the member states in the governance of fiscal matters. As the book makes clear, however, each of these dynamics is a cause for concern - as it calls into question important constitutional values for the EU, such as the autonomy of the member states in taking decision about taxing and spending, the preeminence of the political process in settling economic matters, and the balance between state power and state equality. The second part of the book, therefore, devises possible options for future legal and institutional developments in the EU which may revert these paradoxical trends. In particular, Fabbrini considers the ideas of raising a fiscal capacitiy, restoring the centrality of the EU legislative process, and reforming the EU executive power, and discusses the challenges that accompany any further step towards a deeper Economic and Monetary Union.

As Romans established imperial control over Italy and beyond, the city itself radically transformed from an ambitious central Italian settlement into the capital of the Mediterranean world. Seth Bernard describes this transformation in terms of both new urban architecture, much of it unprecedented in form and extent, and new socioeconomic structures, including slavery, coinage, and market-exchange. These physical and historical developments were closely linked: building the Republican city was expensive, and meeting such costs had significant implications for urban society. Building Mid-Republican Rome brings both architectural and socioeconomic developments into a single account of urban change. Bernard, a specialist in the period's history and archaeology, assembles a wide array of evidence, from literary sources to coins, epigraphy, and especially archaeological remains, revealing the period's importance for the decline of the Roman state's reliance on obligation and dependency and the rise of slavery and an urban labor market. This narrative is told through an investigation of the evolving institutional frameworks shaping the organization of public construction. A quantitative model of the costs of the Republican city walls reconstructs their economic impact. A new account of building technology in the period allows for a better understanding of the social and demographic profile of the city's builders. Building Mid-Republican Rome thus provides an innovative synthesis of a major Western city's spatial and historical aspects, shedding much-needed light on a seminal period in Rome's development.
