Book excerpt: The productivity of the U.S. work force is a primary determinant of the standard of living of the U.S. population. Worker productivity is affected by many factors, including the education and skills of the work force. This handbook highlights several measures of productivity and education, and addresses the link between these two sets of measures. The handbook provides data on the following subjects: the trends in worker productivity and the contribution of education; the economic consequences of education for individuals; educational achievement; adult literacy; and the training of labor force participants. The data suggest that American workers are more productive, on average, than workers in any other country; however, worker productivity in several industrialized countries is gradually catching up to that in the U.S. The education of the work force is growing more rapidly in other countries than in the U.S. Although the U.S. leads almost every other industrialized country in college attainment, and the academic achievement of American students has been improving in recent years, U.S. students still tend to lag behind students in other countries with respect to some measures of achievement, particularly in mathematics and science. Finally, when compared with other countries that have tested literacy, the U.S. has a higher concentration of adults who score at the lowest literacy levels. Sixteen figures are included. (LMI)

Economic productivity depends on human as well as physical capital. This report is the first in a series of indicator reports recommended by the congressionally mandated Special Study Panel on Education Indicators. The report examines the link between education and economic productivity from different angles using a variety of data sources. It first presents indicators related to historical trends in worker productivity in the United States and other countries and the contribution of education to these trends. The report also considers the link between education and productivity at the individual level, focusing on the economic consequences of educational attainment, educational achievement, and adult literacy. The link between worker training and productivity is also explored. Finally, the report compares key measures of educational performance in the U.S. with corresponding measures in other countries. The indicators in the report come from many data sources, including the National Center for Education Statistics as well as other federal and international statistical agencies. The report examines the existing research on the indicators and related issues, presenting arguments and conclusions from researchers on all sides of the issues. Book excerpt: The final report of the congressionally-mandated Special Study Panel on Education Indicators (SSPEI) that was transmitted to Congress as required by the Hawkins-Stafford Education Amendments of 1988 is presented. This report is divided into two sections. Part I--"Education Counts"--presents the SSPEI's overall conception of how an indicator information system should be developed; provides recommendations for improvements in Federal data collection and reporting in six major issue areas; and includes information of direct interest to general readers, educators, policymakers, and business leaders. Part II--"An Indicator System To Monitor the Nation's Educational Health"--presents more detailed information about the six issues. It is designed to provide analysts and researchers with more substantive guidance on the six issues, identify existing data sources, and cite gaps in currently available data. The six issues relate to the six national education goals proposed by the President and governors in 1989 concerning: readiness for school; high school completion; student achievement and citizenship; science and mathematics; adult literacy and lifelong learning; and safe, disciplined, and drug-free schools. It is concluded that: a comprehensive data, information, and research system is needed to guide education policymakers' decisions; statistical indicators are powerful tools for identifying problems and galvanizing public support to address them, but a limited set of indicators can be misleading; and the information system for developing education indicators should be organized around learner outcomes, quality of educational institutions, readiness for school, societal support for learning, education and economic productivity, and equity among other factors. Book excerpt: The education system in the United States is continually challenged to adapt and improve, in part because its mission has become far more ambitious than it once was. At the turn of the 20th century, less than one-tenth of students enrolled were expected to graduate from high school. Today, most people expect schools to prepare all students to succeed in postsecondary education and to prosper in a complex, fast-changing global economy. Goals have broadened to include not only rigorous benchmarks in core academic subjects, but also technological literacy and the subtler capacities known as 21st-century skills. To identify the most important measures for education and other issues and provide quality data on them to the American people, Congress authorized the creation of a Key National Indicators System (KNIS). This system will be a single Web-based information source designed to help policy makers and the public better assess the position and progress of the nation across a wide range of areas. Identifying the right set of indicators for each area is not a small challenge. To serve their purpose of providing objective information that can encourage improvement and innovation, the indicators need to be valid and reliable but they also need to capture the report committee's aspirations for education. This report describes a workshop, planned under the aegis of the Board on Testing and Assessment and the Committee on National Statistics of the National Research Council. Key National Education Indicators is a summary of the meeting of a group with extensive experience in research, public policy, and practice. The goal of the workshop was not to make a final selection of indicators, but to take an important first step by clearly identifying the parameters of the challenge.

The report assembles a series of indicators that examine the extent to which males and females have access to the same educational opportunities, avail themselves of these opportunities, perform at the same level, succeed at the same rate, and obtain the same benefits. Data are drawn mainly from surveys conducted by the National Center for Education Statistics. The report begins with an overview that summarizes the major findings. A series of 44 indicators follows, beginning with preparation for school and moving through elementary and secondary education to postsecondary education, with a consideration of outcomes of education. Data show that in school and in college females are now doing as well or better than males on many indicators, and that the large gaps in educational attainment that once existed between men and women have in most cases been eliminated, and in others have significantly decreased. Women continue to lag behind males in mathematics and science achievement in high school, and they are less likely to major in these fields in college. Women are still under-represented in doctoral and first-degree professional programs, although they have made substantial gains in the last 25 years. (Contains 57 tables and 63 figures.) (SLD)

As this year s In 2011, almost two-thirds of 3- to 5-year-olds were enrolled in preschool, and nearly 60 percent of these children were in full-day programs. At the elementary and secondary level, there were about 50 million public school students in 2011, a number that is expected to grow to 53 million in the next decade. Of these students, nearly 2 million attended charter schools. Postsecondary enrollment in 2011 was at 21 million students, including 18 million undergraduate and 3 million graduate students. NCES s newest data on elementary and secondary schools show that about one in five public schools was considered high poverty in 2011 meaning that 75 percent or more of their enrolled students qualified for free or reduced-price lunch up from about to one in eight in 2000. In school year 2009 10, some 3.1 million public high school students, or 78.2 percent, graduated on time with a regular diploma. And, in 2011, about 68 percent of recent high school completers were enrolled in college the following fall. Meanwhile, the status dropout rate, or the percentage of 16- to 24-year-olds who are not enrolled in school and do not have a high school diploma or its equivalent, declined from 12 percent in 1990 to 7 percent in 2011. At 4-year colleges in 2011, nearly 90 percent of full-time students at public and private nonprofit institutions were under the age of 25. However, only about 29 percent of full-time students at private for-profit colleges were, while 39 percent were between the ages of 25 to 34 and another 32 percent were 35 and older. About 56 percent of male students and 61 percent of female students who began their bachelor s degree in the fall of 2005, and did not transfer, had completed their degree by 2011. In that year, there were 1.7 million bachelor s degrees and over 700,000 master s degrees awarded."
