Book The Evolution of National Water Regimes in Europe

Download or read book The Evolution of National Water Regimes in Europe written by Stefan Kuks and published by Springer Science & Business Media. This book was released on 2013-06-05 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: All over the world countries struggle with water stress. Problems vary from water scarcity and a degrading water quality, to floods and a rising sea level due to climate change. The European Union adopted a Water Framework Directive to improve the sustainability of water management in its member states. Water management should be coordinated at the level of river basins as a whole. Interests of various user groups should be better represented. River basin visions should take into account the impact of all human activities on the status of the resource. Water legislation needs streamlining and more focus on its implementation. The European Union advocates regulating water prices by charging the costs of water services on the basis of full cost recovery and the polluter pays principle. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS. The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible. The book also includes a critical analysis of policy making by the European Union, and a comparative review and analysis of regime development in the six countries involved. This book is followed by another volume published with Kluwer Academic Publishers on "Integrated Governance and Water Basin Management", edited by Hans Bressers and Stefan Kuks.

Book Meeting the Challenge of Financing Water and Sanitation

Download or read book Meeting the Challenge of Financing Water and Sanitation written by Organisation for Economic Co-Operation and Development (OECD) and published by IWA Publishing. This book was released on 2011-11-15 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: The investments needed to deliver sustainable water and sanitation services, including the funds that are needed to operate and maintain the infrastructure, expand their coverage and upgrade service delivery to meet current social and environmental expectations, are huge. Yet, most systems are underfunded with dire consequences for water and sanitation users, especially the poorest. Providing sustainable drinking water supply and sanitation services requires sound financial basis and strategic financial planning to ensure that existing and future financial resources are commensurate with investment needs as well as the costs of operating and maintaining services. Some of the key messages of this report are: WSS generate substantial benefits for the economy Investment needs to generate these benefits are large in both OECD and developing countries Tariffs are a preferred funding source, but public budgets and ODA will have a role to play, too Markets-based repayable finance is needed to cover high up-front capital investment costs Strategic financial planning and other OECD tools can help Governments move forward

Book excerpt: This publication presents good practices and lessons learned from throughout the pan-European region on the policies and measures to be enacted to provide equitable access to water and sanitation. It distinguishes three key dimensions of equitable access: geographical disparities; specific barriers faced by vulnerable and marginalized groups; and affordability concerns. A range of available policy options to fight inequities in each of those key dimensions are presented. The examples contained in this publication should support and encourage policy and decision makers at the national and local levels, as well as private and public operators, non-governmental organizations, international donors and other concerned actors to review and, where appropriate, replicate or adapt existing approaches and put in place new or additional measures, to ensure equitable access to water and sanitation.

Book Financing Investment in Disaster Risk Reduction and Climate Change Adaptation

Download or read book Financing Investment in Disaster Risk Reduction and Climate Change Adaptation written by Mikio Ishiwatari and published by Springer Nature. This book was released on 2022-09-01 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the population is growing and urbanization is progressing, higher numbers of people are exposed to disaster risks, especially in the developing countries. Climate change is further worsening the impacts of existing risks and introducing new ones. It is imperative that countries need to invest more in disaster risk reduction (DRR) as well as climate change adaptation (CCA) not only to minimize their impacts but also to build resilience. To date, various international arenas have recommended increasing investment in DRR. The Sendai Framework for DRR, adopted by the UN member states in 2015 during the Third UN World Conference on DRR, emphasizes investment as a priority for decreasing disaster risks and losses. The Yangon Declaration set the goal of doubling investment to address water-related disasters. However, most countries are not able to proactively invest enough in DRR. Understanding the current scale and estimate of investment and its effects is crucial for promoting DRR investment, but such information and estimates are rarely available. This book examines the current investment trends and issues in DRR and CCA. Based on specific case studies, field data and evidence, the book identifies challenges in increasing investment and recommends various investment policies and innovative approaches to sustainable progress towards a resilient future.
