However, the continued rapid development of the industry is justified by the economic and environmental benefits of increased natural gas use. It is likely that the World Bank will eontinue to play a modest absolute role in supplying capital to the industry. The Bank can, however, play a crucial role in assisting governments in formulating appropriate energy policies and project development strategies and thereby creating the right policy and financial climate. The Bank can also provide a relatively modest amount of financial backing to projects, which nonetheless can help to generate larger volumes of finance from other sources. In the long run, LNG projects which are well structured and which operate within an appropriate policy environment should succeed in attracting financing even in today's more competitive environment. If poorly planned, they can also lead to environmental degradation. Solutions to these problems must be found--solutions that are technically feasible, sustainable, environmentally appropriate, and acceptable to the people who are resettled. This paper explains how the planned, integrated development of fishery ecosystems in reservoirs not only can mitigate the negative social consequences of dam construction, but also can enhance the economic benefits from hydropower and irrigation projects in many developing countries. The paper draws on the success of fish farming efforts in the Saguling and Cirata reservoirs in Java, which attests to the potential for creating employment in reservoirs that are in place and under construction around the world.

Book excerpt: In recent decades, resource-rich developing countries have been using their natural resources as collateral to access sources of finance for investment, countervailing the barriers they face when accessing conventional bank lending and capital markets. One of the financing models that have emerged as a result is the Resource Financed Infrastructure (RFI) model, a derivation of previous oil-backed lending models pioneered by several Western banks in Africa. Under a Resource Financed Infrastructure (RFI) arrangement, a loan for current infrastructure construction is securitized against the net present value of a future revenue stream from oil or mineral extraction. The model has been applied in several African countries, for a cumulative contract value of approximately $30 billion, according to publically available sources. This report, consisting of a study prepared by global project finance specialists Hunton & Williams LLP and comments from six internationally reputed economists and policy makers, provides an analytical discussion of resource-financed infrastructure (RFI) contracting from a project finance perspective. The report is meant as a forum for in-depth discussion and as a basis for further research into RFI’s role, risks, and potential, without any intention to present a World Bank–supported view on RFI contracting. It is motivated by the conviction that if countries are to continue to either seek RFI or receive unsolicited RFI proposals, there is an onus on public officials to discern bad deals from good, to judge unavoidable trade-offs, and to act accordingly. The report aims to provide a basis for developing insights on how RFI deals can be made subject to the same degree of public policy scrutiny as any other instrument through which a government of a low- or lower-middle-income country might seek to mobilize development finance.

The studies use household data from Santo Domingo, Dominican Republic and San Salvador, El Salvador. These data show how the demand for health care is shaped by price, convenience, quality of care, and the consumer's level of education. Important findings from household data compare the degree to which private care providers, public sector providers, and social security facilities are used. Also reviewed is the degree to which ineligible consumers exploit social security services. Policy recommendations for government officials discuss ways to deliver better health care to various economic groups.

Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.
