Book PEFA Public Financial Management and Good Governance

Download or read book PEFA Public Financial Management and Good Governance written by Jens Kromann Kristensen and published by World Bank Publications. This book was released on 2019-11-24 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: This project, based on the Public Expenditure and Financial Accountability (PEFA) data set, researched how PEFA can be used to shape policy development in public financial management (PFM) and other major relevant policy areas such as anticorruption, revenue mobilization, political economy analysis, and fragile states. The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM. The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not. The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysis shows that countries that credibly enforce penalties for noncompliance collect more taxes on average.

Book Better Choices

Download or read book Better Choices written by Greg Mills and published by Pan Macmillan South africa. This book was released on 2022-04-01 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: ‘A must-read, accessible and skilful account of South Africa’s socio-economic challenges, policy and governance choices.’– THEMBA MASEKO All the numbers on South Africa’s crisis dashboard are blinking red. The economy is failing to grow and more and more young people find themselves on the outside looking in as education falters and jobs disappear. Energy and transport are in crisis. Governance is floundering as debt mounts and government runs out of money. Better Choices is a collection by South Africa’s top thinkers on the political economy, providing an unflinching account of the myriad challenges the country faces. The picture that emerges is of a nation on the brink of a catastrophic slide into failure unless better, if tough, policy choices are made. As stark as these problems are, their solutions are tantalisingly close at hand. The chapters in this book outline exactly the solutions – those ‘better choices’– that need to be made by leadership to alter the country’s bleak trajectory. South Africa cannot talk its way out of trouble. Key to success is removing the sources of friction – the red tape, over-regulation and rents – that slow down investment. This is only possible if a more effective, focused government acts decisively. Compiled by The Brenthurst Foundation, Africa’s leading think tank on economic development, Better Choices is for those who want to build a positive, inclusive future for South Africa.

Book Corruption in Infrastructure Delivery

Download or read book Corruption in Infrastructure Delivery written by Glenn Hollands and published by Wedc. This book was released on 2007 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: The sustainability of the livelihoods of the poor in low- and middle-income countries is compromised by corruption in the delivery of infrastructure services. Such services include water supply, sanitation, drainage, the provision of access roads and paving, transport, solid waste management, street lighting and community buildings. For this reason, The Water, Engineering Development Centre, (WEDC) at Loughborough University in the UK is conducting research into anti-corruption initiatives in this area of infrastructure services delivery. This series of reports has been produced as part of a project entitled Accountability Arrangements to Combat Corruption, which was initially funded by the Department for International Development (DFID) of the British Government. The purpose of the work is to improve governance through the use of accountability arrangements to combat corruption in the delivery of infrastructure services. These findings, reviews, country case studies, case surveys and practical tools provide evidence of how anti-corruption initiatives in infrastructure delivery can contribute to the improvement of the lives of the urban poor. The main objective of the research is the analysis of corruption in infrastructure delivery. This includes a review of accountability initiatives in infrastructure delivery and the nature of the impact of greater accountability.

Book Development An Antidote For Poverty And Inequality

Download or read book Development An Antidote For Poverty And Inequality written by Adrian Sayers and published by African Sun Media. This book was released on 2022-12-22 with total page 331 pages. Available in PDF, EPUB and Kindle. Book excerpt: For more than a century, development discourse and practices have been central to initiatives to change and improve the human condition in response to poverty, deprivation, oppression and inequality. It has informed public policies and shaped the public institutions charged with its implementation and its relations with various forms of associational life. Development: An Antidote for Poverty and Inequality? Reflections on Governance, Planning, Impact and Accountability in South Africa circa 1994 to 2020, is an attempt to examine the extent to which this has occurred in South Africa, an environment that has been impregnated by burgeoning corruption since 1994, the 2008 global economic crises and most recently the COVID-19 pandemic. The pursuit of public policies such as the Reconstruction and Development Programme (RDP), the National Development Plan (NDP) as well as other related sectoral policies and legislation all envisaged the development of institutional capacity to facilitate planning and implementation. This institutional capacity and resource mobilisation would be enhanced by the formation of partnerships with the private sectorcivil society. However, challenges remain in ascertaining progress through the measurement of performance and the evaluation of impacts nationally and in selected regions and local areas. This book documents and outlines these challenges.
