La question qui est devenue dominante est celle de leur soutenabilité, ou plus précisément de l'équilibre budgétaire, entendu comme un équilibre comptable, mais sans que l'on ne s'interroge jamais sur les rapports entre cet équilibre et la justice sociale. Or à un moment où la fracture sociale et territoriale est de plus en plus criante partout dans le monde, il était temps qu'un thème aussi essentiel soit l'objet d'une réflexion approfondie sur le terrain des finances publiques.Car c'est bien en effet à travers les choix budgétaires et fiscaux que se définit, prend forme et se matérialise une certaine conception de la justice sociale pour une société donnée à un moment donné. Qu'en est-il aujourd'hui ? En filigrane du rapport entre finances publiques et justice sociale, c'est bien la place respective du secteur public et du marché dans la société ou encore du devenir de l'Etat qui est en question. On le sait,depuis la seconde moitié des années 1970, nombre de gouvernements se sont engagés dans une logique limitant systématiquement la fonction régulatrice de l'Etat en vue de restaurer " la liberté du choix " des individus sur le marché. Il s'en est suivi un processus de dérégulation qui s'est étendu à l'ensemble de la planète et qui même s'accentue aujourd'hui dans le cadre de l'économie numérique. Quel bilan et quelles perspectives en tirer ? L'Etat apparaît-il encore comme un acteur privilégié de la justice sociale ? Quel rôle pour le marché ? Quels autres nouveaux acteurs ? Quel avenir pour la justice sociale ? Cet ouvrage rend compte de la diversité des réflexions qui ont été livrées sur le sujet par d'éminents spécialistes français et marocains lors du 12e colloque international organisé à Rabat les 21 et 22 septembre 2018 par le ministère de l'Economie et des Finances du Maroc et FONDAFIP (Association pour la fondation internationale de finances publiques).
