With the exception of gender, the project strategy is sound and it reached the objective to boost the capacity of Mali's agro-pastoral activities to cope with climate change. A functional interactive community chat created by the project, as well as the Village Savings and Loan Associations set-up, are some of the elements that strengthen the resilience of agro-pastoralists and render project achievements more sustainable.

Book excerpt: The project was designed to address the following interlinked barriers preventing sustainable land and forest management outcomes and building resilience to climate change in Kyrgyz mountain ecosystems: inadequate legal framework for sustainable forest and land management, inadequate land tenure reforms, outdated approaches to sustainable forest and land management, and limited capacity of local institutions. The project’s overall objective is to enhance the enabling environment in the forestry and agricultural sectors and sustain the flow of ecosystem services, including enhancement of carbon stocks in forests and agro-ecosystems through the sustainable management and enhanced productivity of mountainous silvo-agro-pastoral ecosystems, and to improve productivity and mountain livelihoods in the Kyrgyz Republic. Overall, the evaluation rated the project as “moderately satisfactory”, with several examples of positive new approaches introduced by the project into forestry, agriculture and pasture management. The evaluation included specific recommendations not only to FAO, but also to the national forestry service. One of the innovative recommendations is to revisit the project sites in five to ten years to check certain success factors, such as the tree survival rates.

The project, implemented from 2014 to 2020, contributed to build the adaptive capacity of rural communities and reduce their vulnerability to climate change through micro-watershed management and climate resilient agriculture practices through interventions at national, sub-national and community levels. It was designed to address barriers at all levels (local to national) stemming from lack of awareness, knowledge, understanding and capacity concerning climate change adaptation and the absence of alternative livelihoods, particularly affecting rural women. The evaluation found that the project activities made some important steps in contributing to reducing vulnerability and increasing resilience for climate change adaptation in the pilot communes. While the project managed to implement many of the outputs, a number of issues and delays limited the effectiveness on-the-ground of this innovative yet ambitious project.

Intervening in this sector could potentially increase food security and reduce poverty. FAO was called upon to implement sustainable land and water management practices and resource conservation in an effort to reduce the affected communities’ vulnerability while increasing their capacity to adapt to the effects of climate change. The evaluation found the project to be effective in improving the livelihoods and quality of life of the affected communities. It has been particularly relevant to Lesotho’s national priorities focusing on sustainable land management and drought management. Future projects should place more attention on gender issues, particularly showcasing how women’s livelihoods have been improved by FAO intervention.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The final evaluation found that the relevant institutional structures in Nepal are now technically capable of incorporating climate change adaptation in agriculture sector decision-making. However, project districts could not benefit from strengthened staff capacity due to scattering of institutional memory caused by staff transfers and relocation in federal, provincial and local governments. Evidence of climate change adaptation related awareness raising and knowledge management activities were apparent in project districts. However, wider dissemination of knowledge and awareness raising products for replication and up-scaling of the project remains yet to be achieved adequately. The project has contributed in economic and social empowerment of most vulnerable Farmer’s Field School group members and specifically the women. However, a robust agriculture sector support mechanism will be required to sustain the impact in future.

Book excerpt: Between the 1960s and 1980s, a series of abrupt, 'unprecedented' droughts occurred in the Sahel region of Sub Saharan Africa which created a regime shift in the Sahel where the socio-ecological and livelihood systems transitioned from a high resilience/low sensitivity to a low resilience /high sensitivity state. Mali, a landlocked country in sub-Saharan Africa, experienced dramatic impacts on food security and social, environmental, and institutional systems triggered by the droughts. As a result, Malian agriculture underwent significant transformations initiated by the cereal liberalization policies in the 1990s. Cereal production almost doubled in the early 2000s, yet the number of people facing chronic and persistent food insecurity and malnutrition has been steadily increasing in the past decade and may continue to rise in the context of current climate projections for a drier and hotter Sahel. This dissertation undertakes a closer investigation, beyond production, on the structural root causes and socio-ecological processes of food security and climate resilience in Mali using a mixed-method approach of process tracing, participatory game design, causal loop mapping, and system dynamics modeling. Paper 1, titled "The Malian Past: A historical analysis of the adaptive cycles in Malian socio-ecological systems", outlines the main environmental, social and institutional changes in Mali from 1960 to 2017 and situates these changes within the adaptive cycle framework. The paper challenges the existing narrative of Mali as a region that transitioned from a high resilience state to a low resilience state and suggests that Mali exhibited stages of high resilience during the collapse, reorganization and growth stages that followed the drought period in the 1960s and beyond. Paper 2 titled "The Malian Present: A participatory game design approach to examine causal pathways of Barriers and opportunities for food security and climate adaptation in Southern Mali" explores the current barriers of food security and climate adaptation faced by rural farming households in Southern Mali The paper elucidates on the development and implementation of the 'Food and Farm' game that was used as a tool to assess farming decision making under climate uncertainty. Using causal loop diagramming, this paper identifies unavailability of formal credit sources especially for non-cotton and female farmers; inadequate access to crop inputs; inadequate land access and user rights for female farmers; unavailability of adequate water; low soil fertility; climate risks and cost of early maturing varieties as the key barriers in agricultural adaptation. Paper 3 titled "The Malian Future: System Dynamics Modelling of Resilience of Malian Agriculture as a Socioecological System" discusses the results from a system dynamics model that performs a series of future climate and adaptation scenario analyses to assess the scope of future resilience of agricultural systems in Mali. The model suggests that the key drivers influencing food security in Mali are change in temperature during sowing phase which influences crop yields as well as rainfall patterns in growing season. Further increase in global temperatures and interdecadal fluctuations in rainfall patterns in crop growing phase will likely lead Mali to another famine and food insecurity phase by 2030. Adaptation strategies such as enhanced crop management, land-use change, stabilization of internal migration and urbanization rates and cereal land expansion will, at best, help in delaying the effects of declining food security as projected for 2025-2060. This dissertation recommends Malian policy-makers to move beyond incremental adaptation support and enhance preparedness for future food insecurity through systemic transformations in land rights and land use, especially among female farmers in Mali and support the cultivation of climate-resilient crops such as sorghum and millet as opposed to maize and rice.

Book excerpt: The mid-term evaluation of the project "Mainstreaming sustainable land development and management” was executed by the Guyana Land Survey Commission (GLSC), implemented by FAO and funded by the Guyana Reducing Emissions from Deforestation and Degradation (REDD+) Investment Fund (GRIF). Overall project effectiveness and efficiency is low: implementation is slow and few outputs and outcomes have been achieved. The main reasons are the poor communication and collaboration between GLSC and FAO, and insufficient delivery of their roles and responsibilities. Recently, improved communication between GLSC and FAO has generated better collaboration. The evaluation made a series of recommendations to improve project delivery during the remainder of the implementation period.

Book excerpt: If not addressed in time, climate change is expected to exacerbate Nigeria’s current vulnerability to weather swings and limit its ability to achieve and sustain the objectives of Vision 20:2020 [as defined in http://www.npc.gov.ng /home/doc.aspx?mCatID=68253]. The likely impacts include: • A long-term reduction in crop yields of 20–30 percent • Declining productivity of livestock, with adverse consequences on livelihoods • Increase in food imports (up to 40 percent for rice long term) • Worsening prospects for food security, particularly in the north and the southwest • A long-term decline in GDP of up to 4.5 percent The impacts may be worse if the economy diversifies away from agriculture more slowly than Vision 20:2020 anticipates, or if there is too little irrigation to counter the effects of rising temperatures on rain-fed yields. Equally important, investment decisions made on the basis of historical climate may be wrong: projects ignoring climate change might be either under- or over-designed, with losses (in terms of excess capital costs or foregone revenues) of 20–40 percent of initial capital in the case of irrigation or hydropower. Fortunately, there is a range of technological and management options that make sense, both to better handle current climate variability and to build resilience against a harsher climate: • By 2020 sustainable land management practices applied to 1 million hectares can offset most of the expected shorter-term yield decline; gradual extension of these practices to 50 percent of cropland, possibly combined with extra irrigation, can also counter-balance longer-term climate change impacts. • Climate-smart planning and design of irrigation and hydropower can more than halve the risks and related costs of making the wrong investment decision. The Federal Government could consider 10 short-term priority responses to build resilience to both current climate variability and future change through actions to improve climate governance across sectors, research and extension in agriculture, hydro-meteorological systems; integration of climate factors into the design of irrigation and hydropower projects, and mainstreaming climate concerns into priority programs, such as the Agriculture Transformation Agenda.
