The stated intent of the California Legislature in enacting the current FSC law is for persons who obtain firearms to have a basic familiarity with those firearms, including, but not limited to, the safe handling and storage of those firearms. The statutory authority for this program is contained in Penal Code sections 26840 and 31610 through 31700. These statutes mandate DOJ to develop, implement and maintain the FSC Program. Pursuant to Penal Code section 26840, a firearms dealer cannot deliver a firearm unless the person receiving the firearm presents a valid FSC, which is obtained by passing a written test on firearm safety. Prior to taking delivery of a firearm from a licensed firearms dealer, the purchaser/recipient must also successfully perform a safe handling demonstration with that firearm..

Book excerpt: This work builds on established literature that is centered on how the activists see themselves, their groups, and the national movement promoting gun violence prevention. This study focuses on two contemporary social organizations that are working on the state level, who view themselves as ‘gun violence prevention’ advocates. Both of these groups are similar in their state focus of advocacy of gun violence prevention in a northeastern state in the United States. However, the two groups have two distinct memberships, missions, and hierarchies to carry out the activism. Although each organization shares similar visions of long term goals of a reduction of gun violence, each prioritizes the path to get there differently. Additionally, there are some explicit and implicit tensions between the movements that the activists both verbalize and ‘act out’ at rallies and public events. The focus on the conflict between activists within the larger movement of gun violence prevention activists is important, but do not necessarily thwart all progress for the cause. Rather, tension between the groups creates a reassessment of individual group goals and strategies that may be the most essential to advance the cause.

Military and law-enforcement agencies in more than 90 countries have issued the High-Power and it has seen combat in conflicts from World War II through to the 'War on Terror'. After conquering Belgium, Nazi Germany produced more than 300,000 High-Powers for use by the Waffen-SS, Fallschirmjäger and others, and after 1945 the High-Power became standard for most NATO-armed forces as well as scores of others. Chambered for the 9×19mm Luger cartridge, John Browning's High-Power improved on the classic Colt M1911 design, especially in its use of a far simpler takedown system.
