The analysis shows that various significant differences but also similarities exist in the structures of both countries. The Brazilian strategy, which was established in 2003, achieved exemplary good results in the fight against hunger and poverty because the food security strategy combines structural with emergency policies and includes various approaches in order to strengthen rural development. The extensive inclusion of family farmers for the supply of the national food demand keeps Brazil relatively independent from food imports and prevents the direct transmission of extreme international price fluctuations of essential food items to low-income households. The good result in poverty alleviation in Brazil caused a significant strengthening of the people’s purchasing power and thus provoked an economic growth in recent years which exceeds the capacities of the prevailing infrastructure and leads to a high demand of natural resources. This current situation provokes an unsustainable development. Mexico’s joining of the North American Free Trade Agreement (NAFTA) in 1994 confronted millions of farmers with cheap, subsidized corn which is imported from the United States. This situation weakened the agricultural food production in Mexico and caused a dependency on international food products. Extreme price shocks provoked a considerable increase in national poverty rates in recent years, especially among rural farmers. The government’s efforts in poverty alleviation by the establishment of the Targeted and Conditional Cash Transfer Program (TCCTP) Oportunidades in 1997 are insufficient, because this strategy principally suppresses the consequences of poverty but does not counteract its most important reasons. Additionally, in Mexico, overweight is not recognized in a sufficient manner as part of food insecurity. Furthermore, the country shows fundamental deficiencies in rural development and in the provision of adequate infrastructure. Finally, the country lacks of exit strategies and thus prevents low-income families from getting out of poverty. In the end, within this paper a framework of eight essential steps of a food security strategy was elaborated, which is considered not to be country-specific and therefore be useful on an international level.

The right to food is enshrined in Amendment No. 64/2010 of Brazil’s Constitution as an obligation of the State, and the country has a very progressive food security law that institutionalizes the policy and lays the foundations for broad-based social participation in priority setting, expressed in the National Council on Food and Nutrition Security (CONSEA). It was this wealth of experience (reflected in programmes and plans such as Zero Hunger, Bolsa Família and Brazil Without Extreme Poverty, applied nationwide from 2003 to 2013), together with other factors, that took the country off the Hunger Map in 2014. This report is designed to update the information and describe concrete Brazilian initiatives to facilitate South-South cooperation to a wider audience, including policymakers working to improve food security and fight poverty. In other words, it is a manual of good practice for public au thorities, technical personnel, NGOs and the general public in other Latin American, Caribbean and African countries

The selection of texts is aimed at illustrating how Sonia Rocha's studies and analyses on poverty in Brazil have evolved since the early eighties, when poverty issues came to the limelight and the empirical approach to them was refined. Departing from the state-of-the-art studies on poverty in Brazil at that time, the texts present the derivation and use of sets of locally-specific poverty and extreme poverty lines that gave origin to a thirty-five-year-long series of income-based poverty indicators, as well as corresponding analyses with different focuses. Who the poor are, how they live, how they engage in the labor market constitute the information basis for conception of anti-poverty mechanisms. One such mechanism is the Brazilian means-tested cash-transfer program, which became a model for similar initiatives abroad. Some of the selected texts describe the stepwise implementation of these programs since the mid nineties, as well as evaluate their impact on poverty and inequality.

The goal of ending extreme poverty by 2030, already at risk before the pandemic, is now beyond reach in the absence of swift, significant, and sustained action, and the objective of advancing shared prosperity—raising the incomes of the poorest 40 percent in each country—will be much more difficult. Poverty and Shared Prosperity 2020: Reversals of Fortune presents new estimates of COVID-19's impacts on global poverty and shared prosperity. Harnessing fresh data from frontline surveys and economic simulations, it shows that pandemic-related job losses and deprivation worldwide are hitting already poor and vulnerable people hard, while also shifting the profile of global poverty to include millions of 'new poor.' Original analysis included in the report shows that the new poor are more urban, better educated, and less likely to work in agriculture than those living in extreme poverty before COVID-19. It also gives new estimates of the impact of conflict and climate change, and how they overlap. These results are important for targeting policies to safeguard lives and livelihoods. It shows how some countries are acting to reverse the crisis, protect those most vulnerable, and promote a resilient recovery. These findings call for urgent action. If the global response fails the world's poorest and most vulnerable people now, the losses they have experienced to date will be minimal compared with what lies ahead. Success over the long term will require much more than stopping COVID-19. As efforts to curb the disease and its economic fallout intensify, the interrupted development agenda in low- and middle-income countries must be put back on track. Recovering from today's reversals of fortune requires tackling the economic crisis unleashed by COVID-19 with a commitment proportional to the crisis itself. In doing so, countries can also plant the seeds for dealing with the long-term development challenges of promoting inclusive growth, capital accumulation, and risk prevention—particularly the risks of conflict and climate change.

It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor. The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts.The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.
