Book excerpt: Excerpt from Impact of Illegal Immigration on Public Benefit Programs and the American Labor Force: Hearing Before the Subcommittee on Immigration and Claims of the Committee on the Judiciary, House of Representatives, One Hundred Fourth Congress, First Session, April 5, 1995 Certainly, a pleasure to be here to address you concerning this very important issue nationally. This study is my third study of the national cost of us. Immigra tion. The first was completed in the year 1993 for data pertaining to 1992. And I might mention that this is the study that is actually referred to in documents by Georges Vernez and by Michael Fix and Jeffrey Passel in their critique of the Urban Institute. The second study was done in June 1994, for the year 1993 data, and entailed both updating and substantial revisions of prior data as well as new added categories such as social security. This new study has not been addressed by either Mr. Vernez or Michael Fix and Jeff Passel. A copy of the new study is included as an appendix to the present study as is the critique of the Urban Institute's claims of cost-free immigration, not illegal immigration, however, as Michael Fix had said that there is agreement that that particular category is - results in a fiscal deficit, but where the main disagreement is certainly on legal immigration and its cost. The third study I present today updates my study of the cost of illegal immigration only. It omits the categories of amnesty and legal immigration. This third study finds that in 1994, the esti mated cost of between 4 and million illegal immigrants and their citizen children had net public cost to taxpayers from $16 to billion. After subtracting the taxes they paid at the local, Federal, and State levels, included in this total is to bil lion for assistance to the estimated to low-skilled Americans and pre-1970 immigrants displaced by the largely un skilled and undereducated illegal immigrants. Note that a range of estimates are applied in order to cover the reasonable differences in the professional opinion of the number of illegal aliens residing in the United States as of 1994. Book excerpt: During 1995 and 1996, President Bill Clinton signed into law three bills that altered the rights and responsibilities of immigrants: the Antiterrorism and Effective Death Penalty Act, the Personal Responsibility Act, and the Illegal Immigration Reform and Immigrant Responsibility Act. Model Immigrants and Undesirable Aliens examines the changing debates around immigration that preceded and followed the passage of landmark legislation by the U.S. Congress in the mid-1990s, arguing that it represented a new, neoliberal way of thinking and talking about immigration. Christina Gerken explores the content and the social implications of the deliberations that surrounded the development and passage of immigration reform, analyzing a wide array of writings from congressional debates and committee reports to articles and human-interest stories in mainstream newspapers. The process, she shows, disguised its underlying racism by creating discursive strategies that shaped and upheld an image of “desirable” immigrants—those who could demonstrate “personal responsibility” and an ability to contribute to the U.S. economy. Gerken finds that politicians linked immigration to complex issues: poverty, welfare reform, so-called family values, measures designed to combat terrorism, and the spiraling costs of social welfare programs. Although immigrants were often at the center of congressional debates, politicians constructed an elaborate, abstract terminology that appeared to be unrelated to race or gender. Instead, politicians promoted neoliberal policies as the avenue to a postracist, postsexist world of opportunity for every rational consumer with an entrepreneurial spirit. Still, Gerken concludes that the passage of pathbreaking legislation was characterized by a useful tension between neoliberal assumptions and hidden anxieties about race, class, gender, and sexuality.

Book excerpt: Public policy in the United States is marked by a contradiction between the American ideal of equality and the reality of an underclass of marginalized and disadvantaged people who are widely viewed as undeserving and incapable. Deserving and Entitled provides a close inspection of many different policy arenas, showing how the use of power and the manipulation of images have made it appear both natural and appropriate that some target populations benefit from policy, while others do not. These social constructions of deservedness and entitlement, unless challenged, become amplified over time and institutionalized into permanent lines of social, economic, and political cleavage. The contributors here express concern that too often public policy sends messages harmful to democracy and contributes significantly to the pattern of uneven political participation in the United States.
