Book excerpt: This thematic study consists of case studies of Ghana, Malawi, and Uganda, as well as, a review of studies undertaken over the past ten years on education in Africa with particular attention to girls' and secondary education. Gender equity at the primary level has been the focus of considerable attention within the Education for All Framework of Action, but much less so at the secondary level. Evidence of gender inequity and inequality in terms of access, retention and performance in secondary education in SSA raises many questions. While transition rates from primary to secondary are higher for girls than boys, and the repetition rates are lower, girls still significantly trail behind boys in graduation and enrollment rates. The purpose of this study is to document and analyze the extent and nature of gender disadvantage in junior and senior secondary education, to analyze the causes of this disadvantage, and to identify strategies that may be effective in reducing or eliminating it. This study was prepared as part of the Secondary Education and Training in Africa (SEIA) initiative which aims to assist countries to develop sustainable strategies for expansion and quality improvements in secondary education and training. Book excerpt: Given the significance of female education for development, there is an enormous need for data across countries that can be used to inform policy discussions within and among individual countries. Nowhere, perhaps is this need greater than in sub - Saharan Africa (SSA) where female participation in education is inordinately low, and where disparities between females and males vary greatly among countries. the report previewed in this article responds in two ways to the need for statistics on female education. First, it defines statistical indicators that can be used to describe the level of female participation and the disparities between males and females in education systems. As one form for these indicators, the report introduces the concept of the gender ratio as a generic tool for comparing male and female participation in education across all indicators used to assess the performance of education systems. Second, the report presents data from existing sources for the forty-six countries in sub - Saharan Africa.

In Africa, girls account for only 57% of the school-age population. They are more likely to drop out of school and to score lower on the examinations that determine their enrollment at postprimary levels. Research into the education of girls has the potential to improve their opportunities, and to raise the educational level of society in African countries. The purpose of research is outlined, and steps in planning a research project are defined. The discussion of the planning phase includes a discussion of sampling and sample size selection. Part III of this manual reviews the basic tools of the social science researcher. Literature reviews, techniques such as surveys and interviews, and qualitative research are described. A final section considers working with research findings and using the results. Appendixes present a sample research outline, an example data grid, and a list of some research instruments commonly used in the study of education of girls. Book excerpt: As labor market data is scarce in Sub-Saharan Africa (SSA), this paper uses household survey data to analyze the determinants of the gender gap in the labor market and its welfare implications for five SSA countries in multinomial logit models with propensity score matching method. The analysis confirms that education opens up opportunities for women to escape agricultural feminization and engage in formal wage employment, but these opportunities diminish when women marry—a disadvantage increasingly relevant when countries develop and urbanization progresses. Opening a household enterprise offers women an alternative avenue to escape low-paid jobs in agriculture, but the increase in per capita income is lower than male-owned household enterprises. These findings underline that improving women’s education needs to be supported by measures to allow married women to keep their jobs in the wage sector.

This historical background provides the springboard for discussions on the complexities and ambiguities of educating marginalized groups in some communities in sub-Saharan Africa in the contemporary times. This book also highlights the challenges of the recent policies of policy makers and the strategies and initiatives of civic societies, non-governmental organizations, and local communities to promote marginalized children’s participation in education. This book elucidates the varied ways certain groups and communities continue to interrogate the structural and systemic challenges that marginalize them educationally. It argues that the level of marginalized groups’ participation in education in sub-Saharan African in the 21st century will determine the progress the region will make in the Education for All (EFA) initiative and the Millennium Development Goals (MDG). Furthermore, it argues that increasing educational participation in marginalized communities requires implementation of educational programs that address marginalized groups’ structural social arrangements and socioeconomic contexts.
