They are the principal source of a world-class labor force and fundamental discoveries that enhance our lives and the lives of others around the world. However many are concerned that the unintended cumulative effect of federal regulations undercuts the productivity of the research enterprise and diminishes the return on the federal investment in research. Optimizing the Nation's Investment in Academic Research reviews the regulatory framework as it currently exists, considers specific regulations that have placed undue and often unanticipated burdens on the research enterprise, and reassesses the process by which these regulations are created, reviewed, and retired. This review is critical to strengthen the partnership between the federal government and research institutions, to maximize the creation of new knowledge and products, to provide for the effective training and education of the next generation of scholars and workers, and to optimize the return on the federal investment in research for the benefit of the American people.

Book excerpt: The Government Performance and Results Act (GPRA), passed by Congress in 1993, requires that federal agencies write five-year strategic plans with annual performance goals and produce an annual report that demonstrates whether the goals have been met. The first performance reports are due in March 2000. Measuring the performance of basic research is particularly challenging because major breakthroughs can be unpredictable and difficult to assess in the short term. This book recommends that federal agencies use an "expert review" method to examine the quality of research they support, the relevance of that research to their mission, and whether the research is at the international forefront of scientific and technological knowledge. It also addresses the issues of matching evaluation measurements to the character of the research performed, improving coordination among agencies when research is in the same field, and including a human resource development component in GPRA strategic and performance plans.

While U.S. universities perform just 13 percent of total national R&D, they perform 31 percent of the nation's total research--basic and applied--and 56 percent of the nation's basic research. Because there is broad consensus that university research is a long-term national investment in the future, the federal government supports about 60 percent of the research performed at universities. In 2009, that amounted to the federal government supporting about $33 billion of universities' total annual R&D spending of $55 billion. Along with creating new knowledge and the foundation for new products and processes, U.S. universities use their research activities to educate students who will become the next generation's scientists and engineers, teachers, and leaders in government and industry. The following topics are addressed herein: how university research projects receive federal funding, the funding process and peer review, how the federal government manages research accountability, what costs of research the federal government covers, how the federal government determines F&A cost reimbursement, how cost reimbursement is restricted as administrative compliance requirements increase, and the process for using results of university research. Book excerpt: From the time of Vannevar Bush and his 1945 report on U.S. science policy, academic research has played a role in the nation's economy. Vannevar Bush's report, Science the Endless Frontier, maintained that major investments in research should be made to the nation's universities. He stated that the research capacity of the colleges and universities was significantly important to long-term national interests. Currently, some Members of Congress have expressed concern about the health and competitiveness of the nation's colleges and universities. There are those who continue to maintain that the long-term competitiveness of the nation is linked to the strength of the academic research infrastructure. It has been shown that academic research is integrated into the economy and impacts at both the local and national level. By one estimate, approximately 80% of leading industries have resulted from research conducted at colleges and universities. Colleges and universities are the primary performers of basic research, with the federal government being the largest funding source. In FY2008, the federal government provided approximately 60% of an estimated $51.9 billion of research and development funds expended by academic institutions. When measured in current dollars, federal academic support increased by 2.5% between FY2007 and FY2008. When inflation is taken into account, it equates to an increase of 0.2% from FY2007 to FY2008 following two years of decline in constant dollars since FY2005. An issue before the 112th Congress is that with further budget reductions expected, how does the nation best reduce the budget while adjusting the support for research conducted at colleges and universities?

The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).
