Book excerpt: Following a congressional directive in its FY 2006 Appropriations Act, the National Science Foundation asked the STEP Board to "propose a plan for administering prizes to individuals or teams that achieve novel solutions to specified social or research needs or capitalize on recognized research opportunities." A committee under the STEP Board concluded that an ambitious program of innovation inducement prize contests would be a sound investment in strengthening the infrastructure for U.S. innovation and that NSF, although inexperienced, is well suited to designing an experimental program that could add substantially to understanding regarding the appropriate goals of such contests, the motivations of participants and sponsors, and the rules and conditions that contribute to successful contests. The committee recommends that NSF start off with a series of small-scale prizes ($200K - $2M) in diverse areas while beginning to plan for much more ambitious contests ($3M-$30M) that would address significant economic or social challenges and be conducted over several years. The report addresses many of the generic issues that arise in administering innovation prize contests (types of contests, eligibility to participate, disposition of intellectual property rights, and decisions regarding awards) and explores 7 research and technology fields that might lend themselves to prize contests.

One currently underutilized tool for stimulating technological innovation is inducement prizes, which encourage efforts by contestants to accomplish a particular goal. A related policy instrument is an Advanced Market Commitment, under which governments commit to buy a given quantity of a product or service that meets prespecified performance goals. This paper proposes expanding the US government's use of prizes and AMCs in five areas: space exploration, African agriculture, vaccines for diseases of the poor, energy and climate change, and learning technologies. Under certain circumstances, inducement prizes may act as a useful complement to grants and contracts as a way to encourage technological innovation. The government can establish a goal without determining who is in the best position to reach the goal or what the most promising technical approach is. The government only pays the prize money if someone is successful, and may be able to leverage additional funding from foundations, philanthropists, and contestants who value the reputational benefits of winning the competition. Prizes can also generate public excitement and enthusiasm for science and technology, and encourage more young people to pursue careers in science, engineering, or technology-based entrepreneurship. Inducement prizes and AMCs cannot substitute for robust research funding, protection of intellectual property, and development of a world-class workforce, but they can be a powerful complement to those efforts. Although the optimal level of investment in prizes is not clear; it is surely much larger than the government's current very modest investment. We still have much to learn about the strengths and limitations of prizes, but the time to start additional experiments is now"--Page 2.

Book excerpt: Prizes for innovations are currently experiencing a renaissance, following their marked decline during the nineteenth century. However, Daguerre's "patent buyout," the longitude prize, inducement prizes for butter substitutes and billiard balls, the activities of the Royal Society of Arts and other "encouragement" institutions, all comprise historically inaccurate and potentially misleading case studies. Daguerre, for instance, never obtained a patent in France and, instead, lobbied for government support in a classic example of rent-seeking. This paper surveys empirical research using more representative samples drawn from Britain, France, and the United States, including "great inventors" and their ordinary counterparts, and prizes at industrial exhibitions. The results suggest that administered systems of rewards to innovators suffered from a number of disadvantages in design and practice, some of which might be inherent to their non-market orientation. These findings in part explain why innovation prizes lost favour as a technology policy instrument in both the United States and Europe in the period of industrialization and economic growth.
