Transportation networks are seamless only when these networks are managed holistically. It is critical that Federal agency transportation planning efforts be integrated with those of the States, other Federal agencies, Tribal governments, Metropolitan Planning Organizations (MPOs), counties, and communities to improve the effectiveness of the entire system. Local communities—and the Federal lands that border them—are intricately linked. Federal lands adjacent to communities contribute significantly to the economy, cultural identity, and quality of life in these communities. They provide scenic beauty and recreational opportunities and help nourish ecological values, benefiting local communities and nearby metropolitan areas. As members of the greater community, Federal land management agency transportation planners and other managers need to work with area leaders to create transportation, land use, and economic development strategies that preserve natural resources while supporting local economic and other community objectives. Better transportation links are emerging between State and local transportation systems including transit systems and Federal land transportation systems to help people access Federal land. As the connection between these systems becomes more seamless, this coordinated transportation network stimulates new Federal land uses and activities for recreation, allows for more effective land management, and enhances rural transportation infrastructure for surrounding private land. However, this increased use creates challenges for maintaining natural resources such as wildlife, fish, plants, cultural resources, water quality, stream function, and environmental quality overall. The guidebook is designed to assist Federal land managers, staff, and partners in developing relationships and in maximizing participation in Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) surface transportation programs. With the technical assistance available through the FHWA and the FTA, the agencies can help further regional and local community goals and better fulfill their mission including resource protection and environmental quality. Seamless transportation systems and Federal land management agencies' commitment to building better relationships with States and other partners helps agencies achieve their mission and provide effective land stewardship and public service. The FHWA and FTA funding is very flexible and can be used for many activities beyond just constructing roads including enhancing roadside areas, providing traveler services, constructing trails, and improving environmental conditions alongside roads and trails. Most of the funding available through Federal surface transportation programs cannot be accessed directly by the Federal land management agencies (FLMAs). To benefit from most of these FHWA and FTA funding programs, the Federal agencies must partner with the State or local governments. Agencies must participate in the State's and/or region's transportation planning process to ensure that projects that are important to the agencies are included in the State's project priority list known as the statewide transportation improvement program or STIP. In a metropolitan area, projects must be included in a similar list called the transportation improvement program or TIP, which is ultimately incorporated into the STIP, either directly or by reference. This guidebook outlines the transportation planning process and serves as a primer on: Which activities are eligible for funding; Where to find funding; Actions required for Federal land managers to access and benefit from these funds and programs; Which agencies to partner with; How to integrate Federal land management objectives with State and local objectives.

A primary goal of the PDDM is clarifying what is expected for FLH projects and delivering an end product that meets these expectations. The previous edition of the manual has been converted from a policy/procedures hard copy format manual to a policy/best practices, interactive web-based document with electronic links. Most theory-specific procedures or recommended methods, including computer software, are included in the updated PDDM by reference only. This manual is not intended to be a technical “how to” instructional guide. The manual defines FLH policies, standards and standard practices, criteria, guidance and discretionary expectations for project development. The FLH Discipline Champions and their respective teams prepared this edition of the PDDM, with assistance from engineering consultants. This process involves linking the planning, project development, environmental, design, construction, operations, and maintenance aspects of the overall transportation program. The purpose of the TDP is to implement a seamless process in which all these elements come together and in which there is continuous public involvement. This report will be of interest to regional and state transportation, planning, and environmental agencies who participate in the TDP and who are involved in both the development and policy aspects of the TDP. This report of the Transportation Research Board describes the history of the TDP, as well as the federal requirements that must be met under both transportation and environmental regulations. This process is made more complex by state and local regulations that must be observed in most jurisdictions. Throughout this process, as carried out by the state transportation agencies and the metropolitan planning organizations, there is continuous public involvement. Other programs, such as the transportation implementation plan, state transportation implementation plan, and environmental programs such as the National Environmental Policy Act, the Clean Air Act Amendments of 1990, and requirements of other environmental laws must be integrated into the TDP. The complexities of this process are described, and some unique approaches to meeting its demands are presented.

This includes our use of reimbursable authority to advance funds to other agencies when appropriate. This guide will ensure stewardship of the funds entrusted to FLH and our partners. The guide is designed to promote a uniform approach by our Division offices and will minimize the inefficiencies and delays experienced in the past. Finance staff, programs staff, and project managers are the intended users of this guide. It is intentionally written in user-friendly language. We have taken some liberty with the title “Funding Transfer Guide.” Generally under government finance and accounting provisions, the term “transfer” is associated only with accounts either within or between Federal agencies. The Office of Chief Counsel and the Office of the CFO have agreed to allow us to use common terms to keep this document comprehensible for the FLH practitioner. At the same time, we agree it is important to point out variations from more proper finance terminology, where appropriate. Through our multidisciplinary efforts over the last year, we have assimilated a practical guide to help FLH deliver a successful program in the future. This guide should be used for transferring project funds only. In the rare case where GOE or management overhead funds require transfer, you may use the same process as presented here (e.g., agreement with GSA for doing a building modification). Please coordinate GOE or management overhead transfers with your Planning & Programs office and Acquisitions office for guidance. These guidelines do not address HQ procedures for allocating funds to our Federal partners. Nor do they address the process for transferring other Federal Aid funds to our partners (e.g., High Priority Program, Scenic Byway, Transportation Enhancements). Fund transfers fall under two categories – transferring funds to FLH and transferring funds from FLH.
