Book excerpt: Abstract: An overview of progress in coordinating Federal nutrition research efforts and identifying areas in need of improvement are provided. Much progress has been made within and among Federal human nutrition research departments and agencies since Congress called for improved coordination in the Food and Agriculture Act of 1977. It is recommended that such coordination efforts continue and that agencies and departments plan their research efforts in conjunction with other Federal supporters of nutrition research to avoid duplication or inadequate coverage. The director of the Office of Science and Technology Policy should direct the Joint Subcommittee on Human Nutrition Research to develop a Federal nutrition research plan with input from agencies and departments which engage in human nutrition research. Book excerpt: Abstract: Several congressional subcommittees with oversight responsibilities for USDA and DHHS mandated that these 2 departments work together to develop and implement a national nutrition monitoring system (NNMS). It is part of the federal government's (FG) efforts to sustain a commitment to human nutrition research. This report contains the latest results of the efforts to implement the NNMS, as well as some of the available information on diet and health issues, along with suggestions as to how the FG can more adequately inform citizens about nutrition issues. A number of the congressional members who serve on these subcommittees made statements related to their particular concern and the concern that the FG hasn't moved faster and further into the nutrition information dissemination area. Testimony was taken from members of the 2 departments involved with the NNMS as well as recognized professionals and concerned individuals in an attempt to resolve the concerns related to food, nutrition, and disease. Three key issues in changing policy are: 1) maintain the status quo; 2) make small alterations in the system; or 3) change the emphasis of federally fundednutrition research based on OTA, General Accounting Office (GAO) or Office of Science and Technology Policy (OSTP) recommendations for strategies and options. Each strategy details research priorities, definition and funding, personnel requirements and proposed research organization. More information is needed on Federal expenditures and available personnel. Provision must be made for public nutrition education and food programs that emphasize the application of existing knowledge.

Book excerpt: This report explores the structure and function of the U.S. nutrition research system, with an emphasis on trends in Federal support. It describes how nutrition research is used, especially for nutrition education and communication, but also for regulation and food assistance. The report uses the Human Nutrition Research Information Management database maintained by the National Institutes of Health to analyze longterm trends. Federal investments in nutrition research grew from 1985 to 2009 in real terms, but the portfolio of research changed. Over time, the share of nutrition research support by the U.S. Department of Health and Human Services increased while support by the U.S. Department of Agriculture decreased. This shift changed how research topics were selected and funded within the Federal portfolio. More research is funded through competitive grants than through intramural or formula funding, and a broader set of academic institutions now participates in nutrition research.
