The proclamation of the Act of 1841 1 was the inauguration of the Fourth Period of our political development which lasted until 1867. The discontent that existed in Canada for so many years had the effect, not of diminishing but of en larging the political privileges of the Canadian people. The Imperial government proved by this measure that they were desirous Of meeting the wishes of the people for a larger grant of self-government. The French Canadians, however looked upon the Act with much disfavor and suspicion. The report of Lord Durham and the union itself indicated that there was a feeling in England that the separation of the two races in 17 91 had been a political mistake, Since it prevented anything like a national amalgamation; and it was now proposed to make an effort in the Opposite direction and diminish the importance of the French Canadian section with its distinct language and institutions. The fact that the French language was no longer placed on the same footing as English, in offi cial documents and parliamentary proceedings, together with the fact that Upper Canada had the same representation as Lower Canada in the assembly, despite the larger population of the latter section, was considered an insult and an injustice to the French Canadians, against which they did not fail to remon strate for years. Arguing that provinces are now the most central site of governance and policy innovation, the book assesses the role of the provinces and places the provincial state in its broader economic, institutional, social, and territorial context. The aim throughout is to highlight the crucial role of provinces in policy changes that directly affect the lives of citizens. Three key themes unify this book. First, it addresses the role of policy convergence and divergence among provinces. Although the analysis acknowledges enduring differences in political culture and institutions, it also points to patterns of policy diffusion and convergence in specific areas in a number of provinces. Second, the book explores the push and pull between centralization and decentralization in Canada as it affects intergovernmental relations. Third, it underscores that although the provinces play a greater role in policy development than ever before, they now face a growing tension between their expanding policy ambitions and their capacity to develop, fund, implement, manage, and evaluate policy programs. Governance and Public Policy in Canada describes how the provincial state has adapted in the context of these changing circumstances to transcend its limited capacity while engaging with a growing number of civil society actors, policy networks, and intergovernmental bodies.
