It charts the dynamics of this significant election and the twists and turns of the campaign itself against a backdrop of a very tumultuous period in Australian politics. Like the earlier federal election of 2010, the election of 2013 was an exercise in bipolar adversarial politics and was bitterly fought by the main protagonists. It was also characterised (again) by leadership changes on Labor’s side as well as the entry of new political parties anxious to deny the major parties a clear mandate. Moreover, the 2013 election continued the trend whereby an increasing proportion of the electorate has chosen not to vote for one of the main two political parties. While the 2013 election delivered a clear victory to the Coalition in the Lower House, it simultaneously produced a much more mixed outcome in the Senate, where the Greens managed to record their largest ever representation and a new party, the Palmer United Party, initially secured three Senate positions at its first attempt (together with the election of Clive Palmer to a Queensland seat in the House of Representatives). With minor and micro parties also winning Senate seats amounting to a total of 18 Senators on the cross-benches, the Abbott government’s ability to govern and pass legislation was placed in some doubt. The 2013 election result suggested that far from ending the preceding tumultuous period of Australian politics, it merely served to prolong this era indefinitely. The 2013 campaign was one of the longest on record, arguably commencing when the besieged Prime Minister Julia Gillard announced the date for the election in late January 2013 – then over seven months away. This unconventional tactic overshadowed the election from that date onwards – providing a definite timeline for Labor infighting, influencing the largely negative tactics of the Opposition, and encouraging new parties to proliferate to contest the election. This volume traces these formative influences on the campaign dynamics and explains the electoral outcome that occurred (including the 2014 re-election for the Western Australian Senate seats ordered by the High Court). Abbott’s Gambit includes insightful contributions from academic experts, campaign directors and electoral watchers, political advisers and professional psephologists. Available in PDF, EPUB and Kindle. Book excerpt: The process of European integration is marked both by continued deepening and widening, and by growing evidence of domestic disquiet and dissent. Against this background, this volume examines three key themes: the challenge to the power of member states - as subjects of European integration - to determine the course of the integrationist project and to shape European public policies; the increasing constraints in the domestic political arena experienced by member states as objects of European integration; and the contestation over both the 'constitutive politics of the EU' and specific policy choices. These three themes - power, constraint and contestation - and their interdependence are explored with specific reference to contemporary Germany. The main findings call for a revision of the 'conventional wisdom' about Germany's Europeanization experience. First, while Germany continues to engage intensively in all aspects of the integration process, its power to 'upload' - 'hard' and 'soft', 'deliberate' or 'unintentional', 'institutional' or 'ideational' - appears in decline. Germany's capacity to 'shape its regional milieu' is challenged by both changes in the integration process and the ever more apparent weaknesses of the 'German model'. The traditional regional core milieu is shrinking in size and importance in an enlarging Europe, and Germany's milieu-shaping power is being challenged. Second, the coincidence of enabling and constraining effects is being progressively replaced by a discourse that notes unwelcome constrictions associated with EU membership. The book's findings suggest that key political institutions and processes in the Federal Republic have not co-evolved with the integration process, but lead an, at times, uncomfortable co-existence. Third, domestic contestation over both everyday EU policy and the constitutional politics of integration seems set to increase. There are, as yet, no indications that these domestic conflicts will reach an intensity comparable to that of the 1950s. However, both the 'permissive' mass consensus and, perhaps more importantly, élite consensus are being tested to their limits. This volume is essential reading for students of comparative European politics and German studies.

Book excerpt: The electoral process has been an integral part of the political landscape of independent Africa for more than a quarter-century and has roots going back to traditional African societies. An examination of the independence period demonstrates the rich diversity of forms, experiences, and meanings of elections in Africa. For some observers, elections are a clear example of multiple failures in Africa-the failure of democracy and institutional transfer and the breakdown of much of the African political process in general. The authors of this book argue that elections in Africa have played a much more significant role than has commonly been recognized; that in spite of problems, elections are an important part of African contemporary political life. It has been too easy to dismiss elections in Africa as irrelevant because there are fewer today than there were two decades ago or because they have frequently failed to conform to democratic norms. However, in a period in which the primary trends of government are toward exclusion, African elections provide one of the few instruments of political action open to civil society. This study of the electoral process suggests a number of themes and conclusions about the relationship of the electoral process to state power and institutions, elite competition, mass participation, legitimacy and its limits, ethnic conflict, mobilization, party competition, authoritarian regimes, the growing incidence of electoral violence, and mass support for democratic values. Fred M. Hayward's substantive introduction discusses the electoral process in general. Eight case studies of key African countries then illustrate the varied meanings and implications of elections in independent Africa, and in the final chapter Hayward draws conclusions about the role and impact of elections. It is clear that although electoral processes have demonstrated a certain fragility, both the form and the process have shown remarkable resilience.
