Henry VI II., when he destroyed the Pope's authority in England, took it to himself. He continued the cen sorship of books, which had been established for the suppression of opinions hostile to the established faith, and extended censorship over political writings which had not been checked by Rome. Queen Elizabeth allowed printing only to a few known presses in London, Oxford and Cambridge, and that was not the liberty of printing, for there was strict endeavour to suppress utterance of opinion that might disturb the order of the State. A decree of the Star Chamber, in 1637, limited the number of printers in the whole country to twenty and of type-founders to four. With provision for strict censorship of all they uttered to the world. In 1640 the Star Chamber was abolished, but in 1643, on the 14th of June, the' Parliamen pression, by an'ordinance for the regulating of printing. Milton at once set himself to reason with the chiefs of his own party, and used all the force of his genius to make them understand that truth can be established only by the freest interchange of thought. The principle for which he contended is that upon which all healthy growth and national prosperity, in its true sense, must depend. He took for his model an oration written' to be read, which was addressed by Isocrates to the Areopagus, the Great Council of Athens, and is known as the Areopagitic Discourse. Isocrates called on the Parliament of Athens to undo acts of its own; Milton was making a like call on the Areopagus of England. He gave to his work the exact form of a Greek oration, with exordium, statement, proof and peroration; and he put into it the very soul of England, claiming freedomin the search for truth. Importance and Significance of the Movement. - The national importance and significance of the adequate development of scientific methods and, in particular, of their application to industry is now generally recognised throughout the world, and the last few years have seen a remarkable increase in the efforts made to stimulate the increase and application of scientific knowledge. In an address delivered before the British Science Guild in April, 1917, Lord Sydenham pointed out that the war has had the effect of turning a strong searchlight upon the innermost workings of national life. "Our weakness and our potential strength stand plainly revealed. We can see how severely we have suffered, and must still suffer, from our neglect in the past: and if we strive to ascertain causes, we cannot fail to reach the conclusion that our lack of appreciation of all that science - using that term in its broadest sense - could have conferred upon us lies at the root of many present difficulties." In addition to the difficulties which have arisen in the course of the war as a result of absence of scientific knowledge and habits of thought, there is: another side which cannot be neglected. The question of reconstruction after the war is now occupying the minds of all thoughtful persons. National prosperity and financial stability can be maintained after the war only by increased productivity and trade. This implies the necessity for the application of the results of scientific research in the creation of new industries, processes, and methods, and the economic development of those which now exist. Among the European nations there is a great awakening to the national value of scientific research. The British Government has recently created a new Department of Scientific and Industrial Research, with a fund of over 1,000,000 at its disposal; a conjoint Board of Scientific Societies has been established at the instance of the Royal Society; an important and influential Committee on the Neglect of Science has taken up the question of scientific knowledge and training in the Public Services, at Oxford and Cambridge, and in the public schools; an Education Reform Council, comprising representatives of science, industry, and commerce as well as of education has been appointed; while various other organizations have taken up one or other branches of the subject of the development of science and its co-ordination with industry, education, and administration. In France a new national institution for scientific research on a large scale is projected as a result of action taken by the Paris Academy of Sciences. It were vain to seek for the authorship of many of these, but the success which has rewarded the intelligent and discriminating study of Mr. Trumbull may perhaps hold forth encouragement to others less qualified for the task to apply his methods in work of a similar nature where there are indications that results can be obtained. It matters not whether the search be for an author who has concealed his personality, or for a pamphlet said to have been published by some well-known writer. The tests to be applied in either case will be the same. It is the latter task which I have set myself, the basis of my work being the statement made by P. O. Hutchinson, in the Diary and Letters of Thomas Hutchinson, that in 1736 the Gov cruor published a small pamphlet upon the subject of paper money.
