Land grants, the distribution of irrigation water, land-grant college research and services, farm programs, and tax laws all have been affected. Yet, asserts the author, federal legislation and practices have had an institutional bias toward large-scale farms and agribusiness and have hastened the demise of family farms. Dr. Vogeler examines the struggle between land interests in the private and public sectors and finds that the myth of the family farm has been used to obscure the dominance of agribusiness and that the corporate penetration of agriculture has in turn contributed to the plight of migrant workers, the decline of small towns, and the economic difficulties of independent farmers. Dr. Vogeler also identifies the major shortcomings of agribusiness and federal land-related laws and programs; examines the regional impact of agribusiness and federal farm programs on rural areas; and considers the role of racial minorities and women in the development of agrarian capitalism. In conclusion, he offers a structural analysis that provides the means for progressive social change and states that the achievement of economic equality in rural America and the dismantling of the corporate control of agriculture can be realized through farmer-labor alliances.

In the past few years, however, American agriculture has suffered huge losses, and family farmers have seen their way of life threatened by economic forces beyond their control. At a time when agriculture is at a crossroads, this study provides a needed historical perspective on the problems family farmers have faced since the turn of the century. For analysis Mark Friedberger has chosen two areas where agriculture retains major importance in the local economy -- Iowa and California's Central Valley. Within these two geographic areas he examines farm families with regard to their farming methods, land tenure, inheritance practices, use of credit, and community relations. These aspects are then compared to assess change in rural society and to discern trends in the future of family farming. Despite the shocks endured by family farmers at various times in this century, Friedberger finds that some families have remained remarkably resilient. These families evinced a strong commitment to their way of life. They sought to own their land; they maintained inheritance from one generation to the next; they were generally conservative in using credit; and they preferred to diversify their enterprises. These practices served them well in good times and in bad. Innovative in its use of a combination of documentary sources, quantitative methods, and direct observation, this study makes an important contribution to the history of American agriculture and of American society.

Most modern economists regard family farming as an archaic form of production organization, destined to give way to agribusiness. Family Farms refutes these notions and analyses the manner in which family farmers have been able to operate with success in both developed and developing countries, using examples wherever these are illuminating. This book begins by reviewing theoretical arguments about agricultural structures, and defines family farming. This is followed by five vignettes about farming in the first half of the twentieth century. The authors analyse the conditions of access to land and water, labour, livestock, tools and seed and review marketing arrangements and how they have changed since 1900. A three-chapter review of evolving policies in the North Atlantic countries, in the communist states, and in the developing countries, leads to a discussion of the impact of neo-liberalism. New issues of the farmer as steward of the environment are explored, as well as modern ideas about de-agrarianization and a discussion of land reform, tracing the experience of Mexico and Brazil.
