Using U.S. history as a guide, the authors develop a theory of fair representation that establishes various principles for translating state populations—or vote totals of parties—into a fair allocation of congressional seats. They conclude that the current apportionment formula cheats the larger states in favor of the smaller, contrary to the intentions of the founding fathers and compromising the Supreme Court's "one man, one vote" rulings. Balinski and Young interweave the theoretical development with a rich historical account of controversies over representation, and show how many of these principles grew out of political contests in the course of United States history. The result is a work that is at once history, politics, and popular science. The book—updated with data from the 1980 and 1990 Census counts—vividly demonstrates that apportionment deals with the very substance of political power.

Book excerpt: International expositions or "world's fairs" are the largest and most important stage on which millions routinely gather to directly experience, express, and respond to cultural difference. Rather than looking at Asian representation at the hands of colonizing powers, something already much examined, Asian Self-Representation at World's Fairs instead focuses on expressions of an empowered Asian self-representation at world's fairs in the West after the so-called golden age of the exhibition. New modes of representation became possible as the older "exhibitionary order" of earlier fairs gave way to a dominant "performative order," one increasingly preoccupied with generating experience and affect. Using case studies of national representation at selected fairs over the hundred-year period from 1915-2015, this book considers both the politics of representation as well as what happens within the imaginative worlds of Asian country pavilions, where the performative has become the dominant mode for imprinting directly on human bodies.

This book presents the proceedings of ECAI 2023, the 26th European Conference on Artificial Intelligence, and of PAIS 2023, the 12th Conference on Prestigious Applications of Intelligent Systems, held from 30 September to 4 October 2023 and on 3 October 2023 respectively in Kraków, Poland. Since 1974, ECAI has been the premier venue for presenting AI research in Europe, and this annual conference has become the place for researchers and practitioners of AI to discuss the latest trends and challenges in all subfields of AI, and to demonstrate innovative applications and uses of advanced AI technology. ECAI 2023 received 1896 submissions – a record number – of which 1691 were retained for review, ultimately resulting in an acceptance rate of 23%. The 390 papers included here, cover topics including machine learning, natural language processing, multi agent systems, and vision and knowledge representation and reasoning. PAIS 2023 received 17 submissions, of which 10 were accepted after a rigorous review process. Those 10 papers cover topics ranging from fostering better working environments, behavior modeling and citizen science to large language models and neuro-symbolic applications, and are also included here. Presenting a comprehensive overview of current research and developments in AI, the book will be of interest to all those working in the field.

Billed by their promoters as “encyclopedias of civilization,” the expositions impressed tens of millions of fairgoers with model environments and utopian visions. Setting more than 30 world’s fairs from 1853 to 1984 in their historical context, the authors show that the expositions reflected and influenced not only the ideals but also the cultural tensions of their times. As mainstays rather than mere ornaments of American life, world’s fairs created national support for such issues as the social reunification of North and South after the Civil War, U.S. imperial expansion at the turn of the 20th-century, consumer optimism during the Great Depression, and the essential unity of humankind in a nuclear age.
