Today, on the list of big business's priorities, sustaining the employer-worker relationship ranks far below building a devoted customer base and delivering value to investors. As David Weil's groundbreaking analysis shows, large corporations have shed their role as direct employers of the people responsible for their products, in favor of outsourcing work to small companies that compete fiercely with one another. The result has been declining wages, eroding benefits, inadequate health and safety protections, and ever-widening income inequality. From the perspectives of CEOs and investors, fissuring--splitting off functions that were once managed internally--has been phenomenally successful. Despite giving up direct control to subcontractors and franchises, these large companies have figured out how to maintain the quality of brand-name products and services, without the cost of maintaining an expensive workforce. But from the perspective of workers, this strategy has meant stagnation in wages and benefits and a lower standard of living. Weil proposes ways to modernize regulatory policies so that employers can meet their obligations to workers while allowing companies to keep the beneficial aspects of this business strategy.

Book excerpt: Ever since introducing the concept in the late 1980s, historians have been debating the origins, nature, scope, and limitations of the New Deal order—the combination of ideas, electoral and governing strategies, redistributive social policies, and full employment economics that became the standard-bearer for political liberalism in the wake of the Great Depression and commanded Democratic majorities for decades. In the decline and break-up of the New Deal coalition historians found keys to understanding the transformations that, by the late twentieth century, were shifting American politics to the right. In Beyond the New Deal Order, contributors bring fresh perspective to the historic meaning and significance of New Deal liberalism while identifying the elements of a distinctively "neoliberal" politics that emerged in its wake. Part I offers contemporary interpretations of the New Deal with essays that focus on its approach to economic security and inequality, its view of participatory governance, and its impact on the Republican party as well as Congressional politics. Book excerpt: Illinois State Historical Society Certificate of Excellence 2016 During the Great Migration of the 1920s and 1930s, southern African Americans flocked to the South Side Chicago community of Bronzeville, the cultural, political, social, and economic hub of African American life in the city, if not the Midwest. The area soon became the epicenter of community activism as working-class African Americans struggled for equality in housing and employment. In this study, Lionel Kimble Jr. demonstrates how these struggles led to much of the civil rights activism that occurred from 1935 to 1955 in Chicago and shows how this working-class activism and culture helped to ground the early civil rights movement. Despite the obstacles posed by the Depression, blue-collar African Americans worked with leftist organizations to counter job discrimination and made strong appeals to New Deal allies for access to public housing. Kimble details how growing federal intervention in local issues during World War II helped African Americans make significant inroads into Chicago’s war economy and how returning African American World War II veterans helped to continue the fight against discrimination in housing and employment after the war. The activism that appeared in Bronzeville was not simply motivated by the “class consciousness” rhetoric of the organized labor movement but instead grew out of everyday struggles for racial justice, citizenship rights, and improved economic and material conditions. With its focus on the role of working-class African Americans—as opposed to the middle-class leaders who have received the most attention from civil rights historians in the past—A New Deal for Bronzeville makes a significant contribution to the study of civil rights work in the Windy City and enriches our understanding of African American life in mid-twentieth-century Chicago. And yet women are over-represented in low-paid, insecure jobs, are under-represented in top jobs, and earn less than men on average, with a marked income gap over the lifecourse. When Labour took office in 1997, a new wave of women MPs entered parliament in record numbers, and women gained access to ministerial roles, including a newly-created minister for women. However, policy on women and employment remained an area of conflict. New rights were secured, particularly for mothers, but when Labour left office a sizeable policy agenda remained unfinished. Using documentary evidence and interviews from leading policy actors from the period, Women and Employment in Public Policy takes as its starting point the Women and Work Commission, which was convened in 2004 to examine causes of the gender pay gap. The commission was unable to defuse conflicts over equal pay but it set out an agenda for change at the level of government, private-sector work organizations, and public-sector organizations. Milner examines why the commission could not resolve key conflicts, and why its broad-based recommendations were only partially taken up. She traces the subsequent development of policy, observing well-established preferences for 'light-touch' regulation which can raise awareness but leave entrenched practices unchallenged, and weaken individual women's access to redress. Detailed study of the working of the commission provides lessons on the policy process, particularly for those seeking to influence policy. It also shows that within the wider policy space, opportunities for action to effect change are possible - based on appeals to instrumental logic or political exchange - but are constrained by party leadership.
