At the same time, emphasis on including all students in assessment programs has also increased. Assessment programs, whether they are large-scale, district-based, or teacher developed, have traditionally attempted to assess students using a single instrument administered to students under the same conditions. Educators and test developers, however, are increasingly acknowledging that this practice does not result in valid information, inferences, and decisions for all students. This problem is particularly true for students in the margins, whose characteristics and needs differ from what the public thinks of as the general population of students. Increasingly, educators, educational leaders, and test developers are seeking strategies, techniques, policies, and guidelines for assessing students for whom standard assessment instruments do not function well. Whether used for high-stakes decisions or classroom-based formative decisions, the most critical element of any educational assessment is validity. Developing and administering assessment instruments that provide valid measures and allow for valid inferences and decisions for all groups of students presents a major challenge for today’s assessment programs. Over the past few decades, several national policies have sparked research and development efforts that aim to increase test validity for students in the margins. This book explores recent developments and efforts in three important areas. The first section focuses on strategies for improving test validity through the provision of test accommodations. The second section focuses on alternate and modified assessments. Federal policies now allow testing programs to develop and administer alternate assessments for students who have not been exposed to grade-level content, and thus are not expected to demonstrate proficiency on grade-level assessments. A separate policy allows testing programs to develop modified assessments that will provided more useful information about achievement for a small percentage of students who are exposed to grade-level content but for whom the standard form of the grade-level test does not provide a valid measure of achievement. These policies are complex and can be confusing for educators who are not familiar with their details. The chapters in the second section unpack these policies and explore the implications these policies have for test design. The third and final section of the book examines how principles of Universal Design can be applied to improve test validity for all students. Collectively, this volume presents a comprehensive examination of the several issues that present challenges for assessing the achievement of all students. While our understanding of how to overcome these challenges continues to evolve, the lessons, strategies, and avenues for future research explored in this book empower educators, test developers, and testing programs with a deeper understanding of how we can improve assessments for students in the margins.

Book excerpt: Despite a decade of sociological research documenting black fathers’ significant level of engagement with their children, stereotypes of black men as “deadbeat dads” still shape popular perceptions and scholarly discourse. In Fathering from the Margins, sociologist Aasha M. Abdill draws on four years of fieldwork in low-income, predominantly black Bedford-Stuyvesant, Brooklyn, to dispel these destructive assumptions. She considers the obstacles faced—and the strategies used—by black men with children. Abdill presents qualitative and quantitative evidence that confirms the increasing presence of black fathers in their communities, arguing that changing social norms about gender roles in black families have shifted fathering behaviors. Black men in communities such as Bed-Stuy still face social and structural disadvantages, including disproportionate unemployment and incarceration, with significant implications for family life. Against this backdrop, black fathers attempt to reconcile contradictory beliefs about what makes one a good father and what makes one a respected man by developing different strategies for expressing affection and providing parental support. Black men’s involvement with their children is affected by the attitudes of their peers, the media, and especially the women of their families and communities: from the grandmothers who often become gatekeepers to involvement in a child’s life to the female-dominated sectors of childcare, primary school, and family-service provision. Abdill shows how supporting black men in their quest to be—and be seen as—family men is the key to securing not only their children's well-being but also their own.

These ads, aimed at a captive theater audience, became a symbol of the developing binary between upper-class film consumption and more consumerist media. In Profit Margins, Jeremy Groskopf examines how the ad industry jockeyed for direct advertisement space in American motion pictures. In fact, advertisers, who recognized the import of film audiences, fought exhibitors over what audiences expected in a theater outing. Looking back at these debates in four case studies, Groskopf reveals that advertising became a marker of class distinctions in the cinema experience as the film industry pushed out advertisers in order to create a space free of ads. By restricting advertising, especially during the rise of high-class, palatial theaters, the film industry continued its ongoing effort to ascend the cultural hierarchy of the arts. An important read for film studies and the history of marketing, Profit Margins exposes the fascinating truth surrounding the invention of cinema advertising techniques and the resulting rhetoric of class division.

Reflecting on two decades of post-socialist transformations, they reveal that education systems in Central Asia responded to the rapidly changing political, economic, and social environment in profoundly new and unique ways. Some countries moved towards Western models, others went backwards, and still others followed entirely new trajectories. Yet, elements of the “old” system remain. Rather than viewing these post-Soviet transformations in isolation, Globalization on the Margins places its analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Instead of portraying the transition process as the influx of Western ideas into the region, the authors provide new lenses to critically examine the multidirectional flow of ideas, concepts, and reform models within Central Asia. Notwithstanding the variety of theoretical perspectives, methodological approaches, and conceptual lenses, the authors have one thing in common: both individually and collectively, they reveal the complexity and uncertainty of the post-Soviet transformations. Perhaps the most commonly advanced argument for school choice is the notion that markets will force public schools to improve, particularly in those urban areas where improvement has proved so elusive. However, the question of how public schools respond to market conditions has received surprisingly little attention. Revolution at the Margins examines the impact of school vouchers and charter schooling on three urban school districts, explores the causes of the behavior observed, and explains how the structure of competition is likely to shape the way it affects the future of public education. The book draws on research conducted in three school districts at the center of the school choice debate during the 1990s: Milwaukee, Wisconsin; Cleveland, Ohio; and Edgewood, Texas. Case studies examine each of these three districts from the inception of their local school choice program through the conclusion of the 1999 school year. The three school districts studied did not respond to competition by emphasizing productivity or efficiency. Instead, under pressure to provide some evidence of response, administrators tended to expand public relations efforts and to chip holes in the rules, regulations, and procedures that regulate public sector organizations. Inefficient practices were not rooted out, but some rules and procedures that protect employees and vocal constituencies were relaxed. Public school systems are driven by political logic, according to Hess, and their incentives lead them to respond generally through symbolic and metaphorical gestures. Choice-induced changes in public school systems will be shaped by public governance, the market context in which they operate, and their organizational characteristics. Book excerpt: How the interactions of non-elites influenced Athenian material culture and society The seventh century BC in ancient Greece is referred to as the Orientalizing period because of the strong presence of Near Eastern elements in art and culture. Conventional narratives argue that goods and knowledge flowed from East to West through cosmopolitan elites. Rejecting this explanation, Athens at the Margins proposes a new narrative of the origins behind the style and its significance, investigating how material culture shaped the ways people and communities thought of themselves. Athens and the region of Attica belonged to an interconnected Mediterranean, in which people, goods, and ideas moved in unexpected directions. Network thinking provides a way to conceive of this mobility, which generated a style of pottery that was heterogeneous and dynamic. Although the elite had power, they were unable to agree on the norms of conspicuous consumption and status display. A range of social actors used objects, contributing to cultural change and to the socially mediated production of meaning. Historiography and the analysis of evidence from a wide range of contexts—cemeteries, sanctuaries, workshops, and symposia—offers the possibility to step outside the aesthetic frameworks imposed by classical Greek masterpieces and to expand the canon of Greek art. Highlighting the results of new excavations and looking at the interactions of people with material culture, Athens at the Margins provocatively shifts perspectives on Greek art and its relationship to the eastern Mediterranean.
