The study concludes that voting behavior on ballot measures that involve funding for a transportation package with a substantial rail component are influenced by three elements: 1) the nature of the transportation package, 2) the process used to determine it, and 3) communications campaigns used by both proponents and opponents.

Book excerpt: This report presents the replication of an MTI study conducted in 2001 by Peter Haas and Richard Werbel. That research, itself a continuation of an earlier project completed in 2000, included an analysis of transportation tax elections in 11 urban areas across the nation and culminated in the identification of 17 community-level factors with potential impact on the success of ballot measures for sales tax increases to fund transportation packages with substantial rail components. Trends observed in these more recent case studies were generally highly consistent with the following findings from the 2001 study. Thus this analysis reaffirms the importance for community consensus amongst the business, elected and environmental communities, and accompanying depth of financial support. Once again, the difficulty of passing an initiative without well-funded, effective use of multimedia was validated, as was the importance of utilizing experienced campaign consultants.

In Metropolitan Phoenix, Patricia Gober explores the efforts to build a sustainable desert city in the face of environmental uncertainty, rapid growth, and increasing social diversity. Metropolitan Phoenix chronicles the burgeoning of this desert community, including the audacious decisions that created a metropolis of 3.6 million people in a harsh and demanding physical setting. From the prehistoric Hohokam, who constructed a thousand miles of irrigation canals, to the Euro-American farmers, who converted the dryland river valley into an agricultural paradise at the end of the nineteenth century, Gober stresses the sense of beginning again and building anew that has been deeply embedded in wave after wave of human migration to the region. In the early twentieth century, the so-called health seekers—asthmatics, arthritis and tuberculosis sufferers—arrived with the hope of leading more vigorous lives in the warm desert climate, while the postwar period drew veterans and their families to the region to work in emerging electronics and defense industries. Most recently, a new generation of elderly, seeking "active retirement," has settled into planned retirement communities on the perimeter of the city. Metropolitan Phoenix also tackles the future of the city. The passage of a recent transportation initiative, efforts to create a biotechnology incubator, and growing publicity about water shortages and school funding have placed Phoenix at a crossroads, forcing its citizens to grapple with the issues of social equity, environmental quality, and economic security. Gober argues that given Phoenix's dramatic population growth and enormous capacity for change, it can become a prototype for twenty-first-century urbanization, reconnecting with its desert setting and building a multifaceted sense of identity that encompasses the entire metropolitan community.

Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.
