Book excerpt: Research suggests that participation in the School Breakfast Program positively impacts academic success by improving student behavior, cognitive functioning, and attendance. Additionally, the School Breakfast Program appears to improve food insecurity, overall health and weight-related issues. However, compared to the National School Lunch Program, participation in the School Breakfast Program has been historically low, especially at the high school level. Using an integrated composite framework, a combination of social cognitive theory and ecological systems theory, as the conceptual model, this qualitative case study explored factors influencing student breakfast eating and participation in the school's breakfast program within a college-preparatory high school serving culturally diverse, predominantly low-income students. I used an all-staff survey as a qualitative data collection tool, and semi-structured interviews with school staff, student focus groups, and a Draw-A-High-School-Student-Breakfast Test to collect qualitative data. Using thematic networks as an analysis tool, I examined the attitudes, beliefs, and behaviors of school staff and students about breakfast eating and participation in the school's breakfast program. The study found that communication about the School Breakfast Program, arriving to school in time to eat, and relationships with food service staff, influence participation in the School Breakfast Program. The findings are discussed in terms of their significance on practice and policy within both education and public health sectors. The study concludes with recommendations for future research.

This report examines participation in the SBP among 3rd grade public school students, as well as the impacts of the program on food insecurity and children's risk of skipping breakfast. Students are more likely to participate when breakfast is served in the classroom, when time available for breakfast in school is longer, and when they come from lower income or time-constrained households. Book excerpt: The survey investigated factors that influenced high school student participation in the National School Lunch Program. The National School Lunch program provides nutritionally balanced meals based on the Dietary Guidelines for Americans, the Recommended Dietary Allowances, and the Food Guide Pyramid. This nutrition program contributes significantly to the nutrient needs of adolescents, however, participation rates are low and students do not receive the health benefits associated with this nutrition program when they do not participate. The survey was conducted in two high schools, both with grades sophomore through senior. The two high schools had distinct differences in location, cafeteria design and seating arrangement, number of lunch periods, and proximity to additional eating establishments. The survey asked the high school students to rate their school lunch program from "Very Good" to "Poor" in the areas of taste, appearance, temperature and amount of the food, and the courtesy of the foodservice staff. The survey also asked students to rate the variety and selection offered in the school, the time spent waiting in line, and the frequency which the student participated in the school lunch program. Questions regarding the current grade in school, the type of food typically selected, and any comments the students chose to add were also on the survey. Students with the newer cafeteria design were more likely to rate the food appearance as very good compared to students with an older cafeteria design. The temperature of the food, and the variety and selection were viewed more positively by the school with the more attractive cafeteria design than the school with the older cafeteria. Taste, frequency of participation, amount of food, time spent waiting in line, and the courtesy of the foodservice staff were rated similarly by both schools. The survey showed that the school lunchroom environment can influence student participation.

Book excerpt: Abstract: Seven school districts in 7 states were reviewed to determine if innovative school lunch approaches were solving or aggravating lunch program problems. While the amount of lunch food offered generally satisfied the USDA meal pattern, none of the district high school lunch formatsmet the program goal of providing a third of the students' RDA; all formats provided less than recommended levels for 7of 14 nutrients examined. Student participation in the lunch program increased from 7 to 18% after the districts provided greater food selection. Lunch costs were generally not higher when innovative (e.g., fast-food and salad formats) lunch programs were added to the conventional formats. In addition, average plate wastes for the fast-foodformat was 9% compared to 13% for the conventional food format. Milk had the lowest waste rate. Females wasted more food than males. Nutrient analysis of lunches, meal price lists, and a table of RDAs are included in the appendices. (wz).

The regulations proposed a decrease in: the amount of protein-rich foods (to one and one/half ounces); fruits or vegetables (to one/half cup); bread (to 1 serving); and milk (to 6 ounces for elementary children). The wisdom of the proposal was questioned by subcommittee Chairman Perkins who believes it will deprive children of nutrients needed for growth, health, and well-being. Interested parties voiced their concerns either for or against the proposals. Statements were received from advocacy groups, food service directors, USDA officials, nutrition experts, parents, and professional organizations.
