Book excerpt: The events that took place on September 16, 2013 at the Washington Navy Yard were shocking and tragic. Twelve innocent lives were lost that day, along with several injured. While much of the security of this horrific event will rightly focus on how someone in Aaron Alexis' mental state was able to pass a Governmental background investigation and to hold a security clearance, today's hearing will concentrate on the physical preventative security measures that are currently in place for Federal facilities. How do we control access to these facilities to protect both employees and public visitors? What physical security measures, if any, can be taken to prevent future tragedies?

Book excerpt: On Sept. 16, 2013, Aaron Alexis, a Navy contractor employee with a Secret security clearance, shot and killed 12 U.S. Navy civilian and contractor employees and wounded several others at the Washington Navy Yard. Alexis was also killed. This is the report on the shooting by the Independent Review Panel appointed by the Dept. of Defense (DOD). It identifies structural gaps and weaknesses in DOD security programs, policies and procedures. The recommended changes are fundamental and far-reaching, and reflect the need to replace the underlying premise of installation and personnel security. For decades, DOD has framed installation security as a perimeter problem. This paradigm is outdated. Threats to personnel and classified information increasingly lie within our installations, and come from DOD employees and contractors who are trusted insiders. DOD needs to strengthen security from within, and reframe its policies and programs to counter insider threats. Figures and tables. This is a print on demand report.

Book excerpt: Following the attacks of September 11, 2001, many agencies within the federal government began restricting some of their publicly available geospatial data and information from such sources as the World Wide Web. As time passes, however, decisionmakers have begun to ask whether and how such information specifically helps potential attackers, including terrorists, to select U.S. homeland sites and prepare for better attacks. The research detailed in this book aims to assist decisionmakers tasked with the responsibility of choosing which geospatial information to make available and which to restrict.
