Book excerpt: In response to a congressional request, GAO developed budget information on the Federal Aviation Administration's (FAA) Research, Engineering, and Development (RE&D) Program for fiscal years (FY) 1987 through 1989 at the subprogram level. GAO found that: (1) the program objective was to improve the nation's air transportation system by increasing safety, productivity, and capacity to meet future air traffic demands; and (2) FAA budget documents did not contain information on staffing and scheduling at the subprogram level. GAO also found that: (1) FAA obligated $158 million, $150 million, and an estimated $165 million for RE&D in FY 1987, 1988, and 1989, respectively; (2) the staffing level remained constant at 645 positions; (3) FAA contracted for 70 percent of all RE&D work with the private sector, universities, or other federal entities; and (4) FAA maintained the ability to add new subprograms and transfer funds among the subprograms to respond to developments in the aviation industry during any fiscal year.

Book Transformation in the Air

Download or read book Transformation in the Air written by National Research Council and published by National Academies Press. This book was released on 2015-07-24 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Federal Aviation Administration (FAA) is currently undertaking a broad program known as Next Generation Air Transportation System (NextGen) to develop, introduce, and certify new technologies into the National Airspace System. NextGen is a fundamentally transformative change that is being implemented incrementally over a period of many years. Currently, the FAA is putting into place the foundation that provides support for the future building blocks of a fully operational NextGen. NextGen is a challenging undertaking that includes ground systems, avionics installed in a wide range of aircraft, and procedures to take advantage of the new technology. Transformation in the Air assesses the FAA's plan for research on methods and procedures to improve both confidence in and the timeliness of certification of new technologies for their introduction into the National Airspace System. This report makes recommendations to include both ground and air elements and document the plan's relationship to the other activities and procedures required for certification and implementation into the National Airspace System.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO provided information about the Federal Aviation Administration's (FAA) Research, Engineering, and Development (RE&D) Program, focusing on: (1) FAA progress in implementing legislation that requires it to submit annual plans for RE&D projects, expand long-term research efforts in certain critical areas, and establish a research advisory committee; (2) long-term research efforts undertaken during fiscal year (FY) 1991; and (3) factors affecting FAA ability to meet its RE&D goals. GAO found that FAA: (1) has expanded research in aircraft structures, human factors, and simulation modelling; (2) established a research advisory committee; (3) developed a draft RE&D plan, but did not include detailed cost and staffing estimates for projects; (4) obligated 83 percent of its FY 1991 research funds for short-term projects; (5) classified several short-term projects as long-term and overestimated the funds spent on long-term research; and (6) does not use the Department of Transportation's Departmental Accounting and Financial Information System (DAFIS) to track long-term projects and resources. GAO believes that: (1) FAA will not be able to achieve its ambitious RE&D goals solely through its research and development efforts, and will need to rely on ongoing capital investment, airport development projects, and industry cooperation to achieve all of its goals; and (2) interrelated factors that will affect program success include incorporation of RE&D goals into other FAA program areas, FAA use of research conducted by other federal agencies and private organizations, system engineering and integration considerations, and attention to the role and prevention of human error in accidents.

Book excerpt: The Federal Aviation Administration (FAA) Plan for research, engineering and development (R, E & D) is published in response to statutory requirements to provide an annual report to Congress on the FAA's R, E & D program to ensure continued safety, security, capacity, and efficiency of aviation in the United States. The research programs selected for inclusion in the R, E & D program portfolio are those needed to bring the FAA's vision of the future system to reality in the context of a continuing top-level system engineering process. The FAA's R, E & D program has received contributions from across the spectrum of scientific, operational, and user communities. These contributions from both inside and outside government are always welcome, provide valuable inputs, and are greatly appreciated. bring the FAA's vision of the future system to reality in the context of a continuing top-level system engineering process. Book Technology Pathways

Download or read book Technology Pathways written by National Research Council and published by National Academies Press. This book was released on 2005-11-05 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2003, Congress directed the Secretary of Transportation to establish the Next Generation Air Transportation System (NGATS) Joint Planning and Development Office (JDPO) to plan the development of an air transportation system capable of meeting potential air traffic demand for 2025. All federal agencies involved in aviation participate in the JDPO providing the opportunity overcome many of the major barriers to developing an effective NGATS. To assist this process, the NRC was asked to examine the first NGATS Integrated Plan prepared by JPDO and submitted to Congress in 2004. This report provides a review of the vision and goals, the operational concepts, and the R&D roadmap developed by the plan; an analysis of the JDPO integrated product teams created to carry out the planning; and an assessment of the implementation process.
