Membership of the European Union and Nato have been keys to Spain's new prominence, although the country has also tried to build on its traditional "special relationships" with Latin America and the Arab world. This is the first thorough study of democratic Spain's re-emergence on the international scene. By focusing on the relationship between external relations and domestic policy the book makes an important contribution to the literature on democratisation, as well as showing how Spanish foreign policy evolved between the mid-1970s and mid-1990s. While the book focuses on democratic Spain, its revisionist view of democratic transitions is of more general relevance. Democratization is seen as an integral process involving related, though not simultaneous changes in domestic policy and external relations. Only with the transformation of her external relations did Spain's new democracy finally become consolidated. Book excerpt: From the 1930s to the 1980s, the North American countryside faced a profound cultural transformation in which a once-unified rural society became fragmented and dispersed. Families wishing to remain on the farm were required to accept new levels of automation, while others, unwilling or unable to make the change, migrated to nearby towns or regional cities. The cultural reformulation that resulted saw the emergence of a genuine rural diaspora. The growing cultural and physical separation was especially true for close-knit, ethno-religious communities, Mennonites, in particular. Forced into regional cities, the kaleidoscopic urban culture further fragmented the Mennonites into disparate social entities. In Diaspora in the Countryside, the phenomena of rural fragmentation is examined by comparing and contrasting two closely-related but distinctive Dutch-Russian Mennonite communities located in different parts of the continent: Kansas and Manitoba, respectively. By systematically comparing these communities, two distinctive responses to the mid-twentieth century 'Great Disjuncture' are made apparent. Royden Loewen also contrasts the cultural changes of these farm families to the cultures their kin adopted in nearby towns and cities. Loewen charts not only the dispersion of two rural communities, but follows their former residents as they reformulate their lives in new settings.

In fact, they have all exerted additional pressure on available water resources. In order to face the above challenges, water policy has made a gradual shift towards more rational and sustainable management of water resources. This has also been influenced by the European Water Framework Directive about which, as the book discusses, there are both myths and misunderstandings. This book analyses the very complex position of all sectors in the country, the alternatives available and the challenges ahead. In so doing, it makes an important contribution to the literature on water resources management. This book was published as a special issue of the International Journal of Water Resources Development.

It comprises, in short, European exchange rate management and interest rate policy decisions within and without the European Monetary System (EMS). A focal point of such policy actions are the money market operating targets of European Central Banks. Those central bank policies appear to be dominated, however, by the Deutsche Bundesbank. This has caused recurring critical discussion of European asymmetries and German leadership in monetary stabilization pOlicies, before and after the EMS turbulences of September 1992. However, it should be pointed out that German dominance has increasingly evolved in a cooperative way, ever since the Committee of European Central Bank Governors began to meet regularly in 1964; the Basle-Nyborg accord of 1987 formed a further stage of cooperative efforts within the EMS. Presently, a small group of countries (including Benelux and Austria) generally follows, after prior 'concertation', German monetary policy patterns. In this narrow sense, there exists a European central bank policy within a "Deutsche-Mark-Zone". In a broader sense, European central bank policy is shaped, after proper consultation, by monetary cooperation between the larger EMS countries, but once again dominantly influenced by Germany; recent problems of highjnterest rates in France and elsewhere due to (relative) restrictive German monetary pOlicies are striking examples. German monetary dominance, in the narrow or broad sense, obviously creates, in the long-run, an untenable situation in the eyes of European partner countries.
