Book excerpt: Disintegrating Empire examines the entangled histories of three threads of decolonization: the French welfare state, family migration from Algeria, and the French social workers who mediated between the state and their Algerian clients. After World War II, social work teams, midlevel bureaucrats, and government ministries stitched specialized social services for Algerians into the structure of the midcentury welfare state. Once the Algerian Revolution began in 1954, many successive administrations and eventually two independent states—France and Algeria—continuously tailored welfare to support social aid services for Algerian families migrating across the Mediterranean. Disintegrating Empire reveals the belated collapse of specialized services more than a decade after Algerian independence. The welfare state’s story, Elise Franklin argues, was not one merely of rise and fall but of winnowing services to “deserving” clients. Defunding social services—long associated with the neoliberal turn in the 1980s and beyond—has a much longer history defined by exacting controls on colonial citizens and migrants of newly independent countries. Disintegrating Empire explores the dynamic, conflicting, and often messy nature of these relationships, which show how Algerian family migration prompted by decolonization ultimately exposed the limits of the French welfare state.

Book excerpt: The European Rescue of the Franco Regime, 1950-1975 explores how the governments of the founding members of the European Coal and Steel Community and the European Economic Community, acting collectively via the European Communities, assisted in the consolidation of the Franco regime. It explains how the Six (the Nine after 1972) implemented a set of policy measures that facilitated the subsistence of the Franco regime, proving that trade with the Six improved Spain's overall economic performance, which in turn secured Franco's rule. The Six provided the Spanish economy with a stable supply of essential raw materials and capital goods and with outlet markets for the country's main export commodities. Through these mechanisms the European Communities assisted Spanish economic development and supported the stabilization of the non-democratic political regime ruling Spain. The Franco regime was never threatened by European integration and the Six/Nine managed to isolate meaningful Community negotiations with Spain from mounting political disturbance. The European Rescue of the Franco Regime, 1950-1975 shows that without unremitting material assistance from Western Europe, it would have been considerably more challenging for the Franco regime to attain the stability that enabled the dictator to maintain his rule until he died peacefully at 82 years old.

In Women and Slavery in the French Antilles, 1635–1848, Bernard Moitt argues that gender had a profound effect on the slave plantation system in the French Antilles. He details and analyzes the social condition of enslaved black women in the plantation societies of Martinique, Guadeloupe, Saint-Domingue (now Haiti), and French Guiana from 1635 to the abolition of slavery in the French colonial empire in 1848. Moitt examines the lives of black women in bondage, evaluates the impact that the slave experience had on them, and assesses the ways in which women reacted to and coped with slavery in the French Caribbean for over two centuries. As males outnumbered females for most of the slavery period and monopolized virtually all of the specialized tasks, the disregard for gender in task allocation meant that females did proportionately more hard labor than did males. In addition to hard work in the fields, women were engaged in gender-specific labor and performed a host of other tasks. Women resisted slavery in the same ways that men did, as well as in ways that gender and allocation of tasks made possible. Moitt casts slave women in dynamic roles previously ignored by historians, thus bringing them out of the shadows of the plantation world into full view, where they belong. Bernard Moitt is Assistant Professor in the History Department at Virginia Commonwealth University in Richmond. Previously, he taught at the University of Toronto and at Utica College of Syracuse University. Book excerpt: The European Union is the world’s most advanced international organization, presiding over a level of legal and economic integration unmatched in global politics. To explain this achievement, many observers point to its formal rules that entail strong obligations and delegate substantial power to supranational actors such as the European Commission. This legalistic view, Mareike Kleine contends, is misleading. More often than not, governments and bureaucrats informally depart from the formal rules and thereby contradict their very purpose. Behind the EU’s front of formal rules lies a thick network of informal governance practices.If not the EU’s rules, what accounts for the high level of economic integration among its members? How does the EU really work? In answering these questions, Kleine proposes a new way of thinking about international organizations. Informal governance affords governments the flexibility to resolve conflicts that adherence to EU rules may generate at the domestic level. By dispersing the costs that integration may impose on individual groups, it allows governments to keep domestic interests aligned in favor of European integration. The combination of formal rules and informal governance therefore sustains a level of cooperation that neither regime alone permits, and it reduces the EU’s democratic deficit by including those interests into deliberations that are most immediately affected by its decisions. In illustrating informal norms and testing how they work, Kleine provides the first systematic analysis, based on new material from national and European archives and other primary data, of the parallel development of the formal rules and informal norms that have governed the EU from the 1958 Treaty of Rome until today.

In the late 20th century Western Europe, hungry for growth, concerned about the American technological lead, and keen to compete in the increasingly open international markets, the argument for a joint European effort in science and technology seemed plausible. However, the EC was building its new functions in an already crowded field of European research collaboration and in a shifting political context marked by austerity, national rivalries, new societal and environmental challenges, and emerging ambivalence about science. This book conveys the contested history of one of the EU’s most successful policies. It is a story of struggle and frustration but also of a great institutional and intellectual continuity. The ideational edifice for the EC/EU research policy that was put in place during the 1960s and 1970s years proved remarkably robust. Its durability enabled the rapid takeoff of the European Commission’s initiatives in the more favorable political atmosphere of the early 1980s and the subsequent expansion of the EU research funding instruments and programs that permanently transformed the European research landscape.
