Unfortunately, we do not have a full understanding of the consequences of these disturbances on the earth's productive capacity. This problem was addressed by a group of French and U.S. ecologists who are specialists at levels of integration extending from genetics to the biosphere at a meeting at Stanford, California, sponsored by the National Science Foundation and the Centre National de la Recherche Scientifique. With a few important exceptions it was found at this meeting that most man-induced disturbances of ecosystems can be viewed as large scale patterns of disturbances that have occurred, generally on a small scale, in ecosystems through evolutionary time. Man has induced dramatic large-scale changes in the environment which must be viewed at the biosphere level. Acid deposition and CO increase are two 2 examples of the consequences of man's increased utilization of fossil fuels. It is a matter of considerable concern that we cannot yet fully predict the ecological consequences of these environmental changes. Such problems must be addressed at the international level, yet substantive mechanisms to do this are not available.

Climate change is likely to aggravate water stress. As temperatures rise, ecosystems and the human, plant, and animal communities that depend on them will need more water to maintain their health and to thrive. Forests and trees are integral to the global water cycle and therefore vital for water security – they regulate water quantity, quality, and timing and provide protective functions against (for example) soil and coastal erosion, flooding, and avalanches. Forested watersheds provide 75 percent of our freshwater, delivering water to over half the world’s population. The purpose of A Guide to Forest–Water Management is to improve the global information base on the protective functions of forests for soil and water. It reviews emerging techniques and methodologies, provides guidance and recommendations on how to manage forests for their water ecosystem services, and offers insights into the business and economic cases for managing forests for water ecosystem services. Intact native forests and well-managed planted forests can be a relatively cheap approach to water management while generating multiple co-benefits. Water security is a significant global challenge, but this paper argues that water-centered forests can provide nature-based solutions to ensuring global water resilience.

Over 40 sci- tists representing government agencies, academia and nonprofit research organi- tions located in Canada, the US and Mexico participated. During the course of the workshop a number of topics were discussed, with an emphasis on the following: • The need for an intermediate tier of carbon measurements. This level of study would be more extensive than state-level inventories of the US Forest Service Forest Inventory and Analysis Program, but less detailed than intensive ecos- tem studies sites such as those in Long Term Ecological Research network. This tier would ideally provide a basis to link and scale remote sensing measurements and inventory data, and supply data required to parameterize existing models (see Wofsy and Harriss 2002, Denning et al. 2005). • The design criteria that such a network of sites should meet. The network and s- pling design should be standardized, but flexible enough to be applied across North America. The design also needs to be efficient enough to be implemented without the need for large field crews, yet robust enough to provide useful information. Finally, the spatial scale must permit easy linkage to remotely sensed data. • The key variables that should be measured at each site, and the frequency of measurement.

Book excerpt: The methods and results of using Landsat Thematic Mapper (TM) data to classify and estimate the acreage of forest covertypes in northeastern Minnesota are described. Portions of six TM scenes covering five counties with a total area of 14,679 square miles were classified into six forest and five nonforest classes. The approach involved the integration of cluster sampling, image processing, and estimation. Using cluster sampling, 343 plots, each 88 acres in size, were photo interpreted and field mapped as a source of reference data for classifier training and calibration of the TM data classifications. Classification accuracies of up to 75 percent were achieved; most misclassification was between similar or related classes. An inverse method of calibration, based on the error rates obtained from the classifications of the cluster plots, was used to adjust the classification class proportions for classification errors. The resulting area estimates for total forest land in the five-county area were within 3 percent of the estimate made independently by the USDA Forest Service. Area estimates for conifer and hardwood forest types were within 0.8 and 6.0 percent respectively, of the Forest Service estimates. A trial of a second method of estimating the same classes as the Forest Service resulted in standard errors of 0.002 to 0.015. A study of the use of multidate TM data for change detection showed that forest canopy depletion, canopy increment, and no change could be identified with greater than 90 percent accuracy. The project results have been the basis for the Minnesota Department of Natural Resources and the Forest Service to define and begin to implement an annual system of forest inventory which utilizes Landsat TM data to detect changes in forest cover.
