Book External Economic Relations and Foreign Policy in the European Union

Download or read book External Economic Relations and Foreign Policy in the European Union written by Stefan Griller and published by Springer. This book was released on 2002-09-16 with total page 508 pages. Available in PDF, EPUB and Kindle. Book excerpt: The challenges of globalisation call for a strong role of the European Union as an international actor. Despite its economic importance, the EU has not been able to assert a corresponding influence on the course of international politics. The artificial distinction between external economic relations, as a subject of the supranational first pillar, and foreign policy, as a subject of the intergovernmental second pillar undermines consistent policy-making and significantly weakens the EU's performance on the international scene. This book illustrates the inextricable link between political and economic aspects of external relations and the constitutional dimension of this area. Provided with a thorough analysis of competence and representation issues the reader will gain a more profound understanding of the complex area of EU external relations.

Book European Union Economic Diplomacy

Download or read book European Union Economic Diplomacy written by Stephen Woolcock and published by Routledge. This book was released on 2016-07-22 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union is a key player in international economic relations, but its exact role and how it goes about making decisions and negotiating is often poorly understood within and especially outside the EU. When does the EU play a proactive role and when does it follow? When is the EU a distinct actor and when is it just one level in a multi- level process of negotiation in which the member states are the main actors? Does the EU possess normative power in external economic relations? Does the EU have the capability and willingness to use its still significant economic power? European Union Economic Diplomacy provides the first comprehensive analysis of the factors that determine the role of the EU in economic diplomacy. In an up-to-date treatment that includes consideration of the impact of the Treaty of Lisbon, it contains a comprehensive explanation of decision making and negotiating processes in the core areas of trade, financial market regulation, environmental diplomacy and development co-operation. The book is intended for those interested in EU policy making, but also those who simply need to understand how the EU functions in the field of economic diplomacy.

Book Review of External Economic Relations and Foreign Policy in the European Union

Download or read book Review of External Economic Relations and Foreign Policy in the European Union written by Rafael Leal-Arcas and published by . This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a research project by ten Austrian scientists under the supervision of Stefan Griller and Birgit Weidel. The project tackles a complex binomial area of law and international relations, i.e., the European Union's (EU) foreign and external economic relations, where there is a very vast body of scholarly literature. It is presented in two parts. The first deals with the topical constitutional question of the EU's division of competences in the field of external relations, common positions, joint actions and the unique phenomenon of its representation in international organizations. In this sense, it argues that the current EU system of competence distribution "might entail uncertainty and confusion for third countries about the identity and authority of their negotiation partner" (p. 140). The EU is the victim of its own system: the accusations of inefficiency, inconsistency and democratic deficit are the result of the intra-EU inability to find a mechanism to terminate these deficiencies. The EU Constitutional Treaty aims at rectifying this but, in the light of most recent developments, it may never see the light. The second part illustrates with nine case studies the complexity of the EU's external relations within the vast gamma of the EU's external action. In this sense, the EU's dilemma of federalism versus intergovernmentalism is analyzed through various case studies on the economic and monetary union, human rights, and development. Since the thesis of the book is that both the political and economic aspects of the EU's external relations are inseparable (as is evidenced in the bananas and hormones disputes), the aim is to find a mechanism to enable the conferral of competences from the national to the supranational/federal level, filling thereby the current legal vacuum in the EU treaties. The book argues that the "artificial" division of EU policies into pillars, which "does not correspond to the needs of a modern foreign policy" (p. 10), and which has been traditionally and metaphorically presented to resemble a Greek temple, weakens the role the EU has in the international arena. We see this in the external political and economic relations of the EU: the EU is certainly an economic giant, but remains a political gnome. This results in a bipolar power asymmetry; its representation in some international organizations such as the World Trade Organization (WTO) and the Food and Agriculture Organization (FAO) is polycephalous in nature [since the European Community and its 25 Member States are members of the WTO and FAO, but not of the International Monetary Fund or the World Bank, where "only countries are allowed for membership" (p. 468)]. This shows the EU's internal struggle for external presence. Most of the book deals with very traditional and somewhat overlapping topics on the EU's external relations. However straightforward the overall diagnosis in the book is, sepulchral silence remains in relation to the prognosis of the EU's external relations. For example, in his conclusions, Martenczuk criticizes that "this distinction between three pillars of the Union, and in particular between Community competence and CFSP, is becoming increasingly outdated" (p. 415). It is fine to criticize and de-construct, but it does not suffice; it is necessary to propose alternatives and re-construct accordingly. His proposal limits itself to merely arguing that "the coherence and efficiency of the European Union's external action would be increased if all its external activities were brought under one common legal framework" (p. 416). One would have hoped for an intellectually more serious and rigorous prognosis of the EU's external relations than just that, the obvious.

Book European Union Foreign Policy in a Changing World

Download or read book European Union Foreign Policy in a Changing World written by Karen E. Smith and published by John Wiley & Sons. This book was released on 2013-04-18 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: The second edition of European Union Foreign Policy in a Changing World provides a clear introduction to the complexities of contemporary European foreign policy and offers a fresh and distinctive perspective on the nature of the EU’s international identity. Thoroughly revised and expanded, the book explores how and why the EU tries to achieve five core foreign policy objectives: the encouragement of regional cooperation; the advancement of human rights; the promotion of democracy and good governance; the prevention of violent conflicts; and the fight against international crime, including terrorism. In pursuing these goals, the book illustrates how the EU is faced with acute policy dilemmas because the five objectives not only clash with each other, but also with additional policy priorities – such as securing energy supplies or establishing strategic partnerships with key powers. The uniqueness of the EU as a global actor is carefully assessed, and its key policies and the related dilemmas it faces compared with those of other international actors. This well-written and thoroughly researched book will be a valuable resource for undergraduate and postgraduate students of European politics, foreign policy analysis, international relations and related disciplines.

The transatlantic link still dominates the EU's external relations but the cohesion of the Euro-American relatioship has been tested severely. Moreover, the transition of Central and Eastern Europe and the rise of new growth poles in Asia and Latin America have not only creates new opportunities for trade and investment but intensified international competition at the same time. The volume is organised in two parts. Part I focuses on the competitiveness of the EU and its position in the world economy as well as on specific aspects of its external economic policies including the restructuring of the Common Agricultural Policy and the enlargement of the EU membership. Part II is exclusively devoted to the regional dimension of the external policy of the EU and focuses on the rapidly evolving relationship with the other Triad powers, the USA and Japan, the neighbouring countries and the emerging markets. The book brings together a range of distinguished authors who analyse the wide range of initiatives from the perspective of economics, political science and law. Book Understanding the European Union s External Relations

Download or read book Understanding the European Union s External Relations written by Michèle Knodt and published by Routledge. This book was released on 2003-09-02 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union is one of the world's biggest economies. However, its role as an international actor is ambiguous and it's not always able to transform its political power into effective external policies. The development of an 'assertive' European Union challenges the image of an internal project aimed at economic integration and international relations theories based on unitary state actors. This book systematically links the EU's external relations to existing political theories, showing how existing theories need to be modified in order to deal with specific characteristics of the EU as an international actor.

Book The European Union Diplomatic Service

Download or read book The European Union Diplomatic Service written by Caterina Carta and published by Routledge. This book was released on 2013-03-01 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book analyses the processes of institution and identity building of the European Union Diplomatic Service working on matters of foreign policy and external economic relations, both in Brussels and in the Commission’s Delegations across the world. The book examines what images high ranking officials in charge of the EU foreign policy hold of the EU’s and of the Commission’s role in international politics. The author explains how the EU diplomatic network came into being, how it is currently organised and what changes are likely to take place with the implementation of the Lisbon Treaty. Through an empirically grounded and theoretically informed approach, it analyses how their idea of Europe is enacted through the Commission’s diplomatic practices. Carta demonstrates how processes of socialization can bring about different foreign policy priorities, role conceptions and identities. This book makes an important contribution to debates about the idea of Europe, the European Union and European foreign policy, as well as more generally to the analysis of how ideas, identities and self-images shape the daily practice of large institutional bodies in international politics. It will be of interest to students and scholars of European politics, foreign policy, international organizations, international relations and diplomacy.

Book The EU in the Global Political Economy

Download or read book The EU in the Global Political Economy written by Finn Laursen and published by Peter Lang. This book was released on 2009 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: The EU has become an important international actor. Its internal policies often have repercussions far beyond its borders. It is also increasingly becoming a proactive global actor, defending its interests and projecting its norms and values in both bilateral and multilateral external relations. This volume has a special focus on external economic relations and includes chapters on the Euro, trade policy, and competition policy as well as on specific bilateral relationships. The section on relations with industrialized countries deals with the United States, Canada, Russia, Japan and China, while the section on relations with developing countries has chapters on administrative reform, environmental cooperation, Cuba, Central America and Iran. The book thus gives an up-to-date overview of important aspects of the EU's external relations. With a focus on political economy, it traces the continuous interplay of economics and politics that has characterized the EU's development of a fully-fledged foreign policy. What emerges is a picture of a European Union that is better equipped institutionally to deal with economic, rather than political issues.
