This finding depends on the in- troduction of market power and increasing returns to scale into the international trade theory. The enormous political implications of this hypothesis have started a large interest in applied or empirical investigations of this issue. However, econometric work in international trade is comparatively scarce, especially if it comes to testing with individual data. Therefore, this volume is considered to be a contribution to fill that gap. The volume consists of three parts: First, issues in strategic trade are discussed by means of a survey on recent contributions of the literatureand by a simulation excercise on optimal trade policy for imperfectly competitive industries. Second, a part investigating the determinants of trade flows studies the interrelationships between trade balances and exchange rates, plant size and international trade, and the revelance offirm size and market concentration for the degree of export market integration using business survey firm data. Third, there are studies on imperfect markets, innovations and learning which demonstrate the importanceof imperfect competition for international economics. All contributions provide empirical evidence for the revelance of the newly developed trade theories and demonstrate useful quantitative techniques for their investigation.

Book excerpt: In many countries, a sizable share of international trade is carried out by intermediaries. While large firms tend to export to foreign markets directly, smaller firms typically export via intermediaries (indirect exporting). I document a set of facts that characterize the dynamic nature of indirect exporting using firm-level data from Vietnam and develop a dynamic trade model with both direct and indirect exporting modes and customer accumulation. The model is calibrated to match the dynamic moments of the data. The calibration yields fixed costs of indirect exporting that are less than a third of those of direct exporting, the variable costs of indirect exporting are twice higher, and demand for the indirectly exported products grows more slowly. Decomposing the gains from indirect and direct exporting, I find that 18 percent of the gains from trade in Vietnam are generated by indirect exporters. Finally, I demonstrate that a dynamic model that excludes the indirect exporting channel will overstate the welfare gains associated with trade liberalization by a factor of two.

The thema was chosen because the field of studies commonly designated "industrial organization" in the Anglo-Saxon countries, or "market theory" in Continental Europe, has experienced important alterations during the past decade. Partly this reflects changing theoretical views inside the field, in which shifts in the core concepts have occurred and different emphasis is laid on time-honoured views and results. Partly, critical views have been voiced from outside the field. As in all open scientific debate, they have to be weighed and, if necessary, taken into account. Partly also, diver gent developments in thinking between the Anglo-Saxon, European and Japanese areas need to be considered, because both the problems and the ways of approaching them still differ. The variety of views, theori~s and results is testimony to the vitality of this field of economics; variety is generated by the creative endeavours, from which the chaff is being beaten out by critical discussions. That is especially true for the concept of competition itself, which industrial organization economists are debating intensively.

Book excerpt: The impetus to write this book grew out of curiosity and frustration. For a research project in which I was involved, I wanted to select an appropriate index to measure inequality, so I searched for a book that comprehensively reviewed the available indexes, identified their operational similarities and differences, and clarified their theoretical undetpinnings. Discovering that no such book existed, I became increasingly frustrated and curious. It became evident that I would have to undertake my own systematic review of the literature, presumably in my own discipline, in order to identify the alternative measures and choose an appropriate one on the basis of proper theoretical and methodological criteria. This effort led to additional frustrating discoveries. First, I encountered a bewildering abundance of inequality indexeswell over ftfty distinguishable measures. Second, my review of the methodological literature on inequality measurement took me through the issues of literally scores of professional journals in five academic disciplines-economics, geography, political science, sociology, and statistics. Third, although I found some cross-disciplinary referencing of inequality measures, by and large each discipline's inequality measurement remained insulated from that of other disciplines.

Book excerpt: John Sutton sets out a unified theory that encompasses two major approaches to studying market, while generating a series of novel predictions as to how markets evolve. Traditionally, the field of industrial organization has relied on two unrelated theories—the cross-section theory and the growth-of-firms theory—to explain cross-industry differences in concentration and within-industry skewness. The two approaches are based on very different mathematical structures and few researchers have attempted to relate them to each other. In this book, John Sutton unifies the two approaches through a theory that rests on three simple principles. The first two, a "survivor principle" that says that firms will not pursue loss-making strategies, and an "arbitrage principle" that says that if a profitable opportunity is available, some firm will take it, suffice to define a set of possible outcomes. The third, the "symmetry principle," says that the strategy used by a new entrant into any submarket depends neither on the entrants identity nor on its history in other submarkets. This allows researchers to bring together the roles of strategic interactions and of independence effects. The result is that the considerations motivating the cross-section tradition and those motivating the growth-of-firms tradition both drop out within a single game-theoretic model. This book follows Sutton's Sunk Costs and Market Structure, published by MIT Press in 1991.

This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.
