Book excerpt: Excerpt from Suggested Rules for Recovering Coal Mines After Explosions and Fires The introduction to the 1897 rules, and the detailed description of the recovery of the Altofts Pit, are given practically as originally written. The writer gives the latter account to show how helpful the rules (at that time unpublished) were proved to be. In the present paper, it is hoped, by giving the number of the rule opposite such description of the work of recovery, the reader will be able to consider its applicability and how it could be adopted under somewhat similar conditions without waiting for another disaster to take place. In addition to the revised rules, footnotes are given, showing how the work of recovering the Altofts Pit might have been rendered safer if the use of portable breathing apparatus had been known in 1886 as it is at the present day. Amongst other imperfections contained in this paper the length of the rules may be mentioned, but the writer regrets he cannot abbreviate them without sacrificing clearness to conciseness. Most of the suggestions are intended as reminders rather than rules. Time is not of vital importance when reading Precautions to be taken before an Accident, and with respect to Rules for Guidance after an Accident, it is advisable there should be no ambiguity when danger is imminent. It is also desired that each section of the rules should be complete in itself, hence a certain amount of overlapping and repetition has been inevitable. Holmes, then chief Of the branch, concluded that for the solution Of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea Of utilizing the underground passage of a mine for making explosion experiments did not at first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for Opening an experimental mine were definitely adopted by the Bureau Of Mines in 1910, and an allotment Of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines Offered by owners were either worked out, were wet, had poor roofs, or presented complications Of various kinds, so that it was finally decided to Open a mine if a site could be Obtained having natural conditions that would fill the various requirements. Book excerpt: Excerpt from Occurrence of Explosive Gases in Coal Mines This report presents the results of an investigation begun by the Government in the summer of. 1907, the investigation being started under the immediate supervision of Dr. J. A. Holmes and continued under him as director after it was transferred to the Bureau of Mines in 1910, the field studies being completed in the spring of 1912. The purpose of the investigation was to obtain information on the origin of the inflammable gases in coal and the conditions under which they occur. It was especially intended to ascertain whether there was any relation between the occurrence of gas and the structural or other geologic features of the coal beds. To this end many months were spent in mines and much time was devoted to the examination of mine maps, bore-hole records, and other data made available by the kindness of various coal companies. Ritwo fields of work were selected - one in the northern anthracite basin of Pennsylvania, where the beds are considerably flexed, and the other in the southern part of the bituminous coal field of Illinois, where the beds lie nearly horizontal. In order to take advantage of results of previous investigations of the same general subject, an extended examination was made of reports of various investigators in Europe and America. A digest of the information obtained from these publications is included in the first part of this report, which constitutes an introduction to the discussion of the conditions governing the occurrence of inflammable gas in coal beds. Book excerpt: Excerpt from Safety Lamps and Colliery Explosions The fearful explosions which are continually occurring in various parts of the world, notably that of the Universal Colliery in South Wales, the Fraterville coal-mine in Tennessee on the r9th of last May, and lastly the one at the Fernie No. A tunnel workings of the Crow's Nest coal field, on the 22nd of May, about p.m., are sufficient in themselves to cause those who have the charge of mines which give out firedamp, as well as those who have money invested in them, to seriously consider in what way this risk may be lessened, if not almost totally prevented. It is suggested by the newspaper reports on the Fernie disaster, that the explosion originated from blasting in the coal. Similarly it was also suggested that the explosion at the Universal Colliery, Senghenydd, was caused in a similar way, but in the latter case only one witness could be found to suggest that an explosive had originated the disaster, though many witnesses proved that it could not have thus originated, and that it was in all probability caused by a totally different cause, and in a totally different part of the mine. The other cause and in all probability tbc true one, was the failure of a safety lamp to prevent the flame inside the lamp igniting the firedamp outside. In the United States of America, explosives in tended for use in coal mines are examined by the Bureau of Mines, which, however, has no power to prevent the use of others because regulations on this matter are made by the individual states.
