Book excerpt: This volume serves as the technical analysis to a report concerning the potential for artificial intelligence (AI) systems to assist in Air Force command and control (C2) from a technical perspective. The authors detail the taxonomy of ten C2 problem characteristics. They present the results of a structured interview protocol that enabled scoring of problem characteristics for C2 processes with subject-matter experts (SMEs). Using the problem taxonomy and the structured interview protocol, they analyzed ten games and ten C2 processes. To demonstrate the problem taxonomy and the structured interview protocol for a C2 problem, they then applied them to sensor management as performed by an air battle manager. The authors then turn to eight AI system solution capabilities. As for the C2 problem characteristics, they created a structured protocol to enable valid and reliable scoring of solution capabilities for a given AI system. Using the solution taxonomy and the structured interview protocol, they analyzed ten AI systems. The authors present additional details about the design, implementation, and results of the expert panel that was used to determine which of the eight solution capabilities are needed to address each of the ten problem characteristics. Finally, they present three technical case studies that demonstrate a wide range of computational, AI, and human solutions to various C2 problems.

The authors provide general information about artificial intelligence (specifically, expert system technology) and its potential use for automating command and control functions for Marine Corps combat functions. In particular, they examine the complexities of system design (especially critical man-machine interfaces) within the context of basic command, control, communication, and intelligence (C3I) architecture. Finally, the authors investigate the potential use of expert system technology for improving the effectiveness of command and control of various combat and combat support activities, but focus on fire support coordination: they illustrate the feasibility of using a so-called 'expert system' to aid a Marine Air Ground Task Force (MAGTF) commander in the employment of supporting arms.

Book excerpt: The purpose of this research was to assess the feasibility of developing a decision aiding support system, through human factors engineering and decision-making analysis, to support one of the Army Corps battlefield tasks -- mobility, countermobility, and survivability as performed by combat engineers. The research effort included reviews of the literature in the areas of user computer interface design and technologies, and decision aiding technologies with respect to software techniques. Literature reviews were augmented by in depth analysis of the combat engineer's decision making activities. Combat engineers were interviewed. Based on these systematic analysis steps, a solution was found which applied cognitive science technologies to the traditional arts of decision analysis, emphasizing the use of interactive intelligence as a modality to improve combat engineer's decision making with respect to developing plans for engineering operations. A design of the Combat Engineer decision aiding system (CETOOLS) to provide decision aiding support for combat engineer planning activities was developed. The proposed CETOOLS design was judged feasible with a low level of risk. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
