Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Book excerpt: In the early 1980s the subject of violence in marriage was in danger of being overlooked once again, as new social problems dominated the political scene, and the Government pursued policies of retrenchment that were likely to deprive refuges of the necessary central government support. Yet improvements in the services for victims of marital violence were still urgently needed, as this study shows. Originally published in 1983, this book is based on research into the way practitioners in the medical, legal, and social services viewed marriage and violence at the time. It examines marital violence from a number of perspectives. Taking samples from groups of doctors, solicitors, social workers, health visitors, and women’s aid refuges, the authors have investigated the ways in which different agencies and practitioners respond to the problem of marital violence. They use a combination of statistical evidence and interviews with practitioners and the victims themselves to build up a picture of the extent of the problem – how it is defined, how much comes to the attention of the public services – and of the ways in which the attitudes and professional status of the practitioners form a response that is in varying degrees adequate or otherwise to deal with the problems that exist. The authors produce evidence to show that marital violence is still widespread, though largely hidden because of the way privacy determines family relationships. They show how present provisions are inadequate to deal with the problem, and make recommendations about ways of improving the services available to help battered women.

Recognizing this potential and capitalizing on existing evidence, FAO seeks to enhance the contribution of social protection to gender equality and women’s empowerment by providing country-level support through capacity development, knowledge generation and programme support.To move forward this agenda, FAO has developed the Technical Guidance Toolkit on Gender-sensitive Social Protection Programmes to Combat Rural Poverty and Hunger. The Toolkit is designed to support SP and gender policy-makers and practitioners in their efforts to systematically apply a gender lens to SP programmes in ways that are in line with global agreements and FAO commitments to expand inclusive SP systems for rural populations. The Toolkit focuses on the role of SP in reducing gendered social inequalities, and rural poverty and hunger.

Book excerpt: While the importance of migration in contemporary society is universally acknowledged, historical analyses of migration put contemporary issues into perspective. Migration is a phenomenon of all times, but it can take many different forms. The Roman case is of real interest as it presents a situation in which the volume of migration was high, and the migrants in question formed a mixture of voluntary migrants, slaves, and soldiers. Moving Romans offers an analysis of Roman migration by applying general insights, models and theories from the field of migration history. It provides a coherent framework for the study of Roman migration on the basis of a detailed study of migration to the city of Rome in the first two centuries A.D. Advocating an approach in which voluntary migration is studied together with the forced migration of slaves and the state-organized migration of soldiers, it discusses the nature of institutional responses to migration, arguing that state controls focused mainly on status preservation rather than on the movement of people. It demonstrates that Roman family structure strongly favoured the migration of young unmarried males. Tacoma argues that in the case of Rome, two different types of the so-called urban graveyard theory, which predicts that cities absorbed large streams of migrants, apply simultaneously. He shows that the labour market which migrants entered was relatively open to outsiders, yet also rather crowded, and that although ethnic community formation could occur, it was hardly the dominant mode by which migrants found their way into Rome because social and economic ties often overrode ethnic ones. The book shows that migration impinges on social relations, on the Roman family, on demography, on labour relations, and on cultural interaction, and thus deserves to be placed high on the research agenda of ancient historians.
