Book excerpt: This brief synthesizes approaches and findings from gender research conducted by the CGIAR Program on Policy, Institutions, and Markets (PIM). The focus of this work is the governance of natural resources and policy and institutions for improved natural resources management. This body of research analyzes how tenure security affects sustainable management and how individuals, groups, and communities govern land, water, fish stocks, and forests. An important focus of this work involves the following questions: (1) who has what rights with respect to these resources (particularly for women and members of marginalized groups), (2) what are their roles in managing natural resources, and (3) what livelihood benefits do they receive? Without a contextualized understanding of these questions, policies and practices can inadvertently exclude women, reinforce historical practices of gender injustice, or introduce new inequalities that worsen natural resource management and poverty.

Book excerpt: Gender relations in households and communities play a formative role in how tenure rights — such as access to, use, and management of land and various natural resources — are practiced across multifunctional landscapes. Such rights can be based on statutory recognition or on customary tenure arrangements. Women’s tenure rights are generally weaker than men’s, both in terms of the range of rights they can assert and the degree of authority over those rights. In addition, women often hold a more informal and negotiated set of rights than men, be it for private or collective use of land and natural resources. These gender differences are the outcome of decision-making and governance at the household and community level. In any rural landscape in developing countries, a household’s livelihood portfolio will be affected by the gender dynamics at work across the landscape mosaic of different tenure niches. For example, women may easily access privately owned home gardens (one type of tenure niche) to harvest a range of vegetables, fruits, and medicinal plants, but not so easily access trees in collective forests for harvesting timber to sell in the market.

It is well known that women generally have weaker claims to land. But how does that translate to increased vulnerability during disaster? Using case studies from Asia, this book argues that land tenure is a key factor in mitigating the impact of disasters on women. The scale and frequency of disasters have been increasing in recent decades due to human impact on the landscape and climate. Unsustainable farming and land management systems have increased environmental risks and social vulnerabilities. However, around the world the costs of disasters are disproportionately borne by women, due largely to their reduced mobility and lack of control over assets. In post-disaster settings, women's vulnerabilities increase due to gendered rescue and rehabilitation practices. As such, a gendered approach to land rights is critical to disaster preparedness and recovery.

The argument that men activities are more harmful to the environment is valid because men are adventurous. They develop all the different forms of technologies that hurt the environment. Whereas women are virtuous because they are sensitive to the environmental impact of humankind, thus they are always on the lookout for new ways to protect the environment from degradation. The fact that women are less empowered particularly in under-developed nations makes them vulnerable to the adverse effect of climate change. This aspect of the society where women have no voice in the decision making of the society makes women vulnerable to the outcome of the policy adopted by the male counterparts. That is the reason analysts and policymakers alike are calling for policy mainstreaming on climate change that puts the women at the forefront of policy formulation and administration. The consequence of not allowing women to take part in policy formulation and administration concerning the environment is that any policy made concerning climate change would be ineffective as the male counterparts would not be able to relate issues that affect the women adequately. The various school of thoughts that argued for and against the adverse impact of environmental degradation against women acknowledge the fact that women are vulnerable. The less developed nations are, the worse affected because they lack the relevant technology to manage the impact of climate change. Another reason for the impact of climate change has to do with being unable to manage conflict. The challenges that women face; climate change have to do with water management, the effect that the environment encounter cannot be under-estimated when analyzed alongside the hardship it brings to women. The impact of climate change affects the supply of water apart from other health implications that climate change has on society. Women are vulnerable to environmental difficulties. The argument that women are more environmentally virtuous and can predict the climate more efficiently is valid.

Book excerpt: This single instrumental case study sought to explore how a local government recreation department applies gender equity in its policies. Relying on Merriam's (2009) case study approach and the Advocacy Coalition Framework developed by Sabatier and Jenkins-Smith (1988) and adapted by Jenkins-Smith, Nohrstedt, Weible, and Sabatier (2014), the perspectives of ten recreation professionals within an Ontario local government recreation department were examined through document analysis and semi-structured interviews. This study uncovered the complexities surrounding meanings associated with gender equity and strategies and related challenges when trying to operationalize gender equity into new and existing policies. Findings contributed to existing research gaps by uncovering four key themes: (1) foundations of gender equity policy in parks, recreation and culture, (2) information and guiding principles that direct practice, (3) fostering gender equity and inclusivity, and (4) challenges associated with gender equity. This study contributed to existing policy studies by identifying subsystem actors including city staff from other departments, library services, emergency services, and elected officials, Inclusivity Advisory Committee, users' groups, and private organizations (i.e., Girl's Hockey League, Minor Hockey Association, Skating Club, Ringette League), and individual residents who presented short-term constraints and resources for recreation professionals who sought to advance inclusion and gender equity goals. The findings of this study highlighted a need to increase gender equity policy awareness, policy support for transgender community members, dialogue between subsystem actors to establish concrete understandings of gender equity and gain support from the public to advance gender equity goals.

Yet, there is reason to be optimistic: forest expansion and restoration are gaining ground, the rate of deforestation is slowing, and awareness of the importance of forests is spreading among governments, corporations and the global public In 2015, key developments such as the Sustainable Development Goals (SDGs) and the Paris Climate Agreement formed the basis of a new global development framework, at the forefront of which is forestry and landscapes. CIFOR’s 2016-2025 strategy builds explicitly on this new framework, defining the ways in which our forestry research, capacity development and engagement will support and inform the emerging development agenda.

The study also explores women's ability to exercise land and forest rights in statutory and customary systems; how these rights may be affected by the CF programs (ERPs and BSPs); as well as what is needed to further protect and strengthen women's rights to land and forest tenure along with their ability to govern in the CF countries. This synthesis report provides a big-picture overview of the findings from all the studies; additional and more detailed information related to the activities in each country is available in the 10 country scans and seven deep-dive country reports. Because this report is a synthesis of findings from 17 countries, all statements taken from other sources are cited in the country studies. Furthermore, a bibliography of sources can be found at the end of this synthesis report.
