Book excerpt: Enhancing social and economic development while preserving nature is one of the major challenges for humankind in the current century. The Millennium Ecosystem Assessment showed an alarming degradation of ecosystems and exacerbated poverty for many groups of people across the world due to unprecedented changes in ecosystems caused by human activities in the 20th century. Sustainable Rural Development is key to maintaining active local communities in rural and semi-natural areas, avoiding depopulation, and preserving high-ecological-value sites, including protected areas. Establishing protected areas is the most common strategy to preserve biodiversity around the world with the advantage of promoting the supply of ecosystem services. However, depending how it affects economic opportunities and the access to natural resources, it can either attract or repel human settlements. The convergence of development and conservation requires decision-making processes capable of aligning the needs and expectations of rural communities and the goals of biodiversity conservation. The articles compiled in this Special Issue (nine research papers and two review papers) make important contributions to this challenge from different approaches, disciplines and regions in the world.

Blue-green infrastructure (BGI) is an Eco-DRR tool that is an under-explored paradigm and can respond as one common strategy to targets set by the Sustainable Development Goals (UNDP), Climate Agreements (UNEP), the Sendai Framework (UNISDR), and the New Urban Agenda (UNCHS). Highlighted here in a systematic way is the importance of blue-green infrastructures in resilience building. The purpose is to introduce readers to the challenging context of development and opportunity creation for Eco-DRR. The roles of policy, scientific research, and implementation are presented cohesively. An attractive proposition of the book is a collection of case studies from different parts of the world where integration of BGI is experimented with at various levels of success. It envisages that shared tacit experiences from the realm of practice will further strengthen explicit knowledge. The focus in this book is on need and context building, policy and science (investigation, analysis, and design), case studies, and a road map for the future in four successive parts. Each part is self-sufficient yet linked to its predecessor, successor, or both, as the case may be.

The preservation of ecosystem services and the halt of biodiversity loss are identified as key pillars of the Green Economy. Despite the concept’s momentum there is still no clear understanding of how biodiversity fits within a Green Economy. In the current debate, biodiversity is rarely acknowledged in economic sectors other than agriculture, forestry, fisheries and tourism, and when it is acknowledged biodiversity and its conservation feature more as buzzwords than as concrete and tangible components of the Green Economy. This book aims to identify, understand and offer pragmatic recommendations of how biodiversity conservation can become an agent of green economic development. This book establishes ways to assess biodiversity’s contributions to the economy and to meaningfully integrate biodiversity concerns in green-economy policies.

The evaluation aims to answer two essential questions: whether FAO is doing what is needed and whether it is making a difference. This evaluation recommends that FAO support the green and blue (land and sea) preparedness and adaptation plans, as well as early warning systems. The evaluation further recommends that FAO ramp up its support for a national decision support system that adopts a food systems approach to provide policymakers with the best analytical evidence and data available to guide new public policies and regulations. Many of the conclusions and recommendations call for policy and regulatory reform. The evaluation recommends that FAO work with Indonesia to establish innovative data management systems, new analysis methods, and analytical tools on agriculture including fisheries and forestry.

Their appearance in the countries of Europe and Central Asia is connected with the transition to a market economy and the adoption of land reforms in the early 1990s, which led to the widespread emergence of smallholders and family farms formed on the basis of large state collective farms. After almost three decades at the beginning of the first phase of land reforms, smallholders and family farms still face considerable difficulties in doing business in the agricultural sector. Smallholders and family farms, as one of the forms of dehkan farms, are new economic actors in the recent history of the Republic of Tajikistan. However, at this moment there is no single agreed-upon definition of smallholders in Tajikistan, and there are no clear indicators for the definitions of both smallholders and family farms. The current situation, with the absence of a clear and shared conceptual apparatus, causes differences in approach to the definition of these farms applied by different stakeholders. One of the main objectives of this research is to identify the needs, challenges and constraints that affect the economic, social and environmental state of the dehkan farms and their development, as well as to develop conclusions and relevant recommendations. It should be noted that these needs, challenges and constraints are largely interweaved and interrelated with each other, which makes it difficult to determine the specific cause-and-effect relationship.
