However, little is known on how much additional capital should be invested to ensure using energy efficiently as it should be, and very little is known which sub-areas, technologies, and countries shall achieve maximum greenhouse gas emissions mitigation per dollar of investment in energy efficiency worldwide. Analyzing completed and slowly moving energy efficiency projects by the Global Environment Facility during 1991-2010, Closing the Gap: GEF Experiences in Global Energy Efficiency evaluates impacts of multi-billion-dollar investments in the world energy efficiency. It covers the following areas: 1. Reviewing the world energy efficiency investment and disclosing the global energy efficiency gap and market barriers that cause the gap; 2. Leveraging private funds with public funds and other resources in energy efficiency investments; using these funds in tangible and intangible asset investments; 3. Investment effectiveness in dollars per metric ton of CO2 emissions mitigation in 10 energy efficiency sub-areas; 4. Book excerpt: Energy as a Curse The analysis of rentierism in Post-soviet states, which this book presents, underscores the need for further research as rentier state concepts have mainly been applied to “older” rentier states like African, Latin American and Arab countries. An important contribution to a topical discussion. During the last 30 years, many resource-rich countries have experienced economic and political stagnation (“resource curse”). They have developed deficient political systems in which the process of modern state formation is being undercut (“rentier state”) as well as economic structures in which sectors that provide strong incentives for the accumulation of physical and human capital are under-represented (“Dutch disease”). This is very much the same in many of the post-Soviet states with high resource incomes since the mid 1990s. These incomes present opportunities for reducing poverty and promoting economic growth. But instead of taking advantage of these opportunities many of them present authoritarian regimes with high levels of corruption, low political freedom and rent-seeking elites. The book gives a detailed analysis of rentierism in Post-soviet states.

Book excerpt: The current universal concerns about global energy security, competitiveness, and environmental protection make energy efficiency more important than ever. However, realizing large-scale savings has proven a significant challenge due to many barriers. 'Public Procurement of Energy Efficiency Services' looks at a largely untapped energy efficiency market the public sector. While the efficiency potential in this sector is substantial, the implementation of energy savings programs has been complicated by a number of factors, such as insufficient incentives to lower energy costs, rigid budgeting and procurement procedures, and limited access to financing. The book looks at energy savings performance contracts (ESPCs) as a means of overcoming some of these barriers. Because public facilities can outsource the full project cycle to a commercial service provider, ESPCs can enable public agencies to solicit technical solutions, mobilize commercial financing, and assign performance risk to third parties, allowing the agency to pay from a project s actual energy savings. The recommendations in this book stem from case studies that identified approaches, models, and specific solutions to ESPC procurement, including budgeting, energy audits, and bid evaluation. Such an approach also offers enormous potential to bundle, finance, and implement energy efficiency projects on a larger scale in the public sector, which can yield further economies of scale. ESPCs can also serve as an attractive element for fiscal stimulus packages and efforts by governments to 'green' their infrastructure, which can create local jobs, reduce future operating costs, and mitigate their carbon footprint. Lower energy bills, in turn, help to create fiscal space in future years to meet other critical investment priorities. Bundled public sector energy efficiency projects can help stimulate local markets for energy efficiency goods and services and 'lead by example', demonstrating good practices and providing models to the private sector.

Book excerpt: Urbanization and growing wealth in developing countries portend a large increase of demand for modern energy services in residential, commercial and public-service buildings in the coming decades. Pursuing energy efficiency in buildings is vital to energy security in developing countries and is identified by the Intergovernment Panel on Climate Change as having the greatest potential for cost-effective reduction of CO2 emissions by 2030 among all energy-consuming sectors. Building energy efficiency codes (BEECs), along with energy efficiency standards for major appliances and equipment, are broadly recognized as a necessary government intervention to overcome persistent market barriers to capturing the economic potential of energy efficiency gains in the residential, commercial and public-service sectors. Implementation of BEECs help prevent costly energy wastes over the lifecycles of buildings in space heating, air conditioning, lighting, and other energy service requirements. Nonetheless, achieving the full potential of energy savings afforded by more energy-efficient buildings requires holding people who live or work in buildings accountable for the cost of energy services. Compliance enforcement has been the biggest challenge to implementing BEECs. This report summarizes the findings of an extensive literature survey of the experiences of implementing BEECs in developed countries, as well as those from case studies of China, Egypt, India, and Mexico. It also serves as a primer on the basic features and contents of BEECs and the commonly adopted compliance and enforcement approaches. This report highlights the key challenges to improving compliance enforcement in developing countries, including government commitment to energy efficiency, the effectiveness of government oversight of the construction sector, the compliance capacity of building supply chain, and financing constraints. The report notes that the process of transforming a country s building supply chain toward delivering increasingly more energy-efficient buildings takes time and requires persistent government intervention through uniformly enforced and regularly updated BEECs. The report recommends increased international support in strengthening the enforcement infrastructure for BEECs in middle-income developing countries. For low- and lower-middle-income countries, there is an urgent need to assist in improving the effectiveness of government oversight system for building construction, laying the foundation for the system to also cover BEECs.

These factors are forcing developing countries to address long-neglected issues of energy wastage in production and end use. The World Bank now has an enhanced opportunity to further assist developing countries to improve their energy efficiency and conservation policies and practices. The paper provides a background on the evolution of developed versus developing-country energy efficiency and summarizes World Bank experience. It outlines the growing energy demand in developing countries and the accompanying financial and environmental problems that bring energy-efficiency issues to the forefront. The paper then sets out the potential for improved energy efficiency and the main reasons that efficiency has been so poor. Finally, it summarizes the priority actions for achieving energy efficiency in developing countries and sets out a four-point program for the World Bank.
