Book excerpt: Throughout their history, the Jamaican people perpetually struggle to survive under extraordinarily harsh economic and social conditions. from a historical perspective, this is fundamental to understanding the psyche of Jamaicans migrating to and settling in Canada in search of a better and more prosperous life. Therefore, their courage and determination have a backdrop, which the reader must be familiar with in order to understand the Jamaican desire f or respect, peace and dignity. Significantly this book provides a classic account of the Jamaican experience settling in Canada over a period of five decades starting from the 1950s and lasting until the 2000s. It is divided into five chapters, three of which encompass interviews with individuals who immigrated to Canada. Each of the three chapters covers a twenty year period: the 1950s and 60s, the 1970s and 80s, and the 1990s and beyond. in order to provide a credible description of what the general experience might entail, three heuristic methods were employed to gather the most accurate data available. a literature review was conducted to expand and strengthen the author's knowledge base of the subject matter. the auth or researched a number of books, newspaper articles and internet publications which provided critical perspectives from writers who tried to interpret attitudes and behaviors directed at Jamaicans on their journey towards settling in Canada. These perspectives include covert and overt issues connected to various categories of immigrants: those who came under the nursing, domestic, and seasonal agricultural worker programs and those who came as visitors. Furthermore, a plethora of literature was reviewed about Jamaicans, in general, (including middle and upper class Jamaicans who came to Canada significantly as independents) and their achievements. This secondary information and paper-based survey data assisted the auth or in crafting the last two chapters of the book.

Canada was created to be a strong country, nurturing the regions, eventually becoming greater than its parts. As Canada grew from infancy, the provinces, the aunts and uncles of Confederation, also grew and aspired to become independent countries on their own. Since the Centennial in 1967, the young Canada grew, exerting the rights given to it by the Constitution. The aunts and uncles, having designs of nationhood, began resenting the young adult, forcing it to gradually ceding its control and now is a nearly impotent custodian of Canadian citizenship, and almost equal to the aunts and uncles in stature. The Canadian Federation has devolved into a state of feudalism, where "passing the buck" is the common denominator between the federal and provincial governments. Municipal governments blame the provincial for their ills; the provinces then blame the federal government with the buck passing in a vicious circle. Inside the vicious circle are the people of Canada bound in red tape while being taxed to death to pay for the ineffectiveness of governments. With each provincial government determined to create its own kingdom within Canada, One Canada will never be a reality, unless a new paradigm of governance is developed for all of Canada. The new paradigm is governance at the local municipal level, supervised by the national government. The Fathers of Confederation clearly defined the powers and responsibilities of the federal Parliament and the provincial legislatures. Had the clear division of powers been followed, Canada would, today, be greater than the sum of its regions. For the first 100 years of Confederation, the provincial governments, like aunts and uncles, helped nurture Canada through the adolescent years and into nationhood. Like the Jamaican Proverb, "Two bull caan reign in a the same pen"*, the 10 provincial and one federal government have been locking horns together. Labor Movement suggests that the international migration of workers is necessary for the survival of industrialized economies. The book thus turns the conventional view of international migration on its head: it investigates how migration regulates labor markets, rather than labor markets shaping migration flows. Assuming a critical view of orthodox economic theory, the book illustrates how different legal, social and cultural strategies towards international migrants are deployed and coordinated within the wider neo-liberal project to render migrants and immigrants vulnerable, pushing them into performing distinct economic roles and into subordinate labor market situations. Drawing on social theories associated with Pierre Bourdieu and other prominent thinkers, Labor Movement suggests that migration regulates labor markets through processes of social distinction, cultural judgement and the strategic deployment of citizenship. European and North American case studies illustrate how the labor of international migrants is systematically devalued and how popular discourse legitimates the demotion of migrants to subordinate labor. Engaging with various immigrant groups in different cities, including South Asian immigrants in Vancouver, foreigners and Spätaussiedler in Berlin, and Mexican and Caribbean offshore workers in rural Ontario, the studies seek to unravel the complex web of regulatory labor market processes related to international migration. Recognizing and understanding these processes, Bauder argues, is an important step towards building effective activist strategies and for envisioning new roles for migrating workers and people.
