Hirschman makes a basic distinction between alternative ways of reacting to deterioration in business firms and, in general, to dissatisfaction with organizations: one, “exit,” is for the member to quit the organization or for the customer to switch to the competing product, and the other, “voice,” is for members or customers to agitate and exert influence for change “from within.” The efficiency of the competitive mechanism, with its total reliance on exit, is questioned for certain important situations. As exit often undercuts voice while being unable to counteract decline, loyalty is seen in the function of retarding exit and of permitting voice to play its proper role. The interplay of the three concepts turns out to illuminate a wide range of economic, social, and political phenomena. As the author states in the preface, “having found my own unifying way of looking at issues as diverse as competition and the two-party system, divorce and the American character, black power and the failure of ‘unhappy’ top officials to resign over Vietnam, I decided to let myself go a little.”

Book excerpt: This book is about generating types of societies by the degree of individuals’ satisfaction with life domains, aspects, and styles via factor analysis. It adopts an evidence-based approach in typologizing and a bottom-up rather than a top-down perspective. Thus, the book’s position is against Hegel (freedom for one person), Marx (the Asiatic mode of production), Weber (Protestant ethics and the spirit of capitalism), Wittfogel (Asiatic autocracy), and Rostow (Western-led modernization). These classical and modern authors tend to see Asian societies with somewhat fixated eyes and categorize Asian societies in a top-down manner. When random-sampled respondents are questioned about their satisfaction with daily life in terms of life domains, aspects, and styles, public policy and institutions as well as survival and social relations are inevitably touched upon—the latter two being the key dimensions common to the World Values Survey and other cultural surveys. This book proposes a new mode of typologizing societies, Asian or non-Asian, not immediately familiar to human geographers, cultural anthropologists, or sociologists, but revealing many complex unknowns with the easy-to-learn typologizing method.

Countries such as the Philippines and Malaysia have already started to deindustrialize before enjoying industrial maturity, while with the exception of China and evidence of some growth in real wages in the other economies, the evidence appears compelling to suggest that increased industrialization and integration into the capitalist economy have not succeeded in providing significant labour improvement. The evidence suggests that a proactive state, focusing on enhancing the material conditions of labour, is pertinent to ensuring sustainable long term industrialization and thus improving material conditions for workers. The Marshallian trajectory – juridical, political and social rights – was not repeated in Asia and the late nineteenth-century debate about liberalism and citizenship among intellectuals in Japan and China was eventually stifled by war, colonialism and authoritarian governments (both nationalist and communist). Subsequent attempts to import western-style democratic values and citizenship were to a large extent failures. Social rights have rarely been systematically incorporated into the political ideology and administrative framework of ruling governments. In reality, the predominant concern of both the state elite and the ordinary citizens was economic development and a modicum of material well-being rather than civil liberties. The developmental state and its politics take precedence in the everyday political process of most East Asian societies. These essays provide a systematic and comparative account of the tensions between rapid economic growth and citizenship, and the ways in which those tensions are played out in civil society.

The possible benefits to the region, in terms of increases in the rates of economic growth if the regional approach is adopted, are discussed.
