Exit and Voice is a compelling account of how Mexican migrants with strong ties to their home communities impact the economic and political welfare of the communities they have left behind. In many decentralized democracies like Mexico, migrants have willingly stepped in to supply public goods when local or state government lack the resources or political will to improve the town. Though migrants’ cross-border investments often improve citizens’ access to essential public goods and create a more responsive local government, their work allows them to unintentionally exert political engagement and power, undermining the influence of those still living in their hometowns. In looking at the paradox of migrants who have left their home to make an impact on it, Exit and Voice sheds light on how migrant transnational engagement refashions the meaning of community, democratic governance, and practices of citizenship in the era of globalization.

Most of the key authorities have a good understanding of money laundering (ML) and terrorist financing risks, and there is generally good policy cooperation and coordination. The financial sector demonstrates a good understanding of the primary ML threats from organized crime groups and associated criminal activities as well as tax crimes, but the recognition of corruption as a main threat is uneven. Financial intelligence and other relevant information are made available by the financial intelligence unit and accessed on a regular basis by competent authorities.

Fiscal policy has stemmed the rise in the public debt ratio in the past two years; a very tight monetary policy stance has helped reduce headline inflation to the central bank’s target; and financial supervision and regulation are strong. The flexible exchange rate is playing a key role in the economy’s adjustment to external shocks. The Mexican economy, nonetheless, remains exposed to external risks, including renewed volatility in global financial markets, increased risk premia, and a sharp pull-back of capital from emerging markets, as well as continued uncertainty about Mexico’s trade relations with the United States. The new arrangement under the Flexible Credit Line (FCL) will continue to play an important role in supporting the authorities’ macroeconomic strategy by providing insurance against tail risks and bolstering market confidence. The proposed new commitment and cancellation of the current arrangement would have a net positive impact on the Fund’s liquidity position.
